About this file
This is an exhibit document from Oklahoma's Office of Management and Enterprise Services (OMES) Central Purchasing division outlining bidder requirements for delivering a comprehensive Exchange-enabling solution to support the State's operation of an EDE-first State-Based Exchange. The exhibit establishes evaluation criteria and response expectations across seven major implementation areas: Delivery and Implementation Approach, Governance Model, Risk and Issue Management, Testing Strategy, Release and Deployment Management, Production Readiness Plan, and Migration/Transition-In Plan from the Federally Facilitated Marketplace (FFM) to a State-Based Exchange (SBE). Bidders must demonstrate end-to-end capability to execute planning, design, build, test, and deployment phases while supporting both distributed enrollment through OKEPs (Oklahoma's authorized enrollment partners) and direct enrollment through a consumer portal. Responses are limited to 25 pages and must include specific architectural and execution details organized according to the prescribed structure, with clearly labeled subsections addressing dependencies, critical path activities, integration coordination, and alignment to the Integrated Project Schedule.
The exhibit emphasizes execution realism and feasibility, requiring bidders to identify assumptions, key schedule risks, mitigation strategies, and approaches to maintaining schedule adherence throughout delivery and transition to steady-state operations. Bidders must detail governance structures defining roles and responsibilities for the State, vendor, and stakeholders; decision-making frameworks; escalation pathways; and coordination mechanisms with external entities including the Centers for Medicare & Medicaid Services (CMS), health insurance issuers, and OKEPs. The response must address comprehensive RAID (Risk, Assumptions, Issues, Dependencies) management processes, testing across functional, integration, user acceptance, and performance domains, release prioritization and change control procedures, production readiness validation criteria, and a complete data migration strategy for transitioning consumer accounts, eligibility determinations, issuer data, broker relationships, and in-flight transactions while ensuring continuity of coverage and enrollment accuracy.

Exhibit 12 – Integrated Delivery and Implementation Approach
Purpose This Exhibit evaluates Bidder’s ability to execute a complete, end-to-end delivery of the Exchange solution, including planning, implementation, transitioning, and onboarding to ongoing operations within an EDE-first State-Based Exchange ecosystem supporting both distributed enrollment through OKEPs and direct enrollment through a consumer portal.
general instructions
· Page Limit: 25 Pages
· Font: Minimum 11-point (Arial, or Calibri)
· Margins: Minimum 1 inch
· Line spacing: Single or 1.15
· Tables and diagrams are encouraged and count toward page limits
· Avoid marketing language; focus on architecture, design decisions, and execution details
