About this file
This is an Exhibit document for a bidder instructions and response template related to Oklahoma's procurement of an EDE-first State-Based Exchange solution, managed by the Office of Management and Enterprise Services (OMES) Central Purchasing division on behalf of the Oklahoma Insurance Department (OID). The Exhibit establishes response requirements for Exhibit 14, which evaluates bidders' capabilities to operate, support, and continuously improve the Exchange in a steady-state environment. Bidders must address eight primary operational components within a 25-page maximum response using 11-point font minimum, 1-inch margins, and single or 1.15 line spacing: the end-to-end marketplace operational model; annual Exchange operational activities; service center support structure; back-office operations and casework; issuer and partner coordination; change management and training approaches; operational service level agreements and performance management; system monitoring and issue resolution; and post-transition operational stability. The response must clearly delineate solution capabilities, responsibilities across the State, the bidder, issuers, and Oklahoma Enrollment Partners (OKEPs), and the interaction model between OKEPs, a consumer portal, and back-office operations, with particular attention to federal regulatory changes that may affect provisional eligibility and consumer data confirmation requirements.
The Exhibit does not specify pricing terms, set-asides, contract duration, renewal options, or funding sources within this document. The focus is exclusively on operational capability demonstration and the bidder's approach to managing a distributed enrollment model through OKEPs and direct consumer portal access. Bidders are instructed to avoid marketing language and focus on execution detail, with all content including tables, diagrams, and supporting materials counting toward the page limit.
