About this file
This is an Exhibit specification document from the State of Oklahoma defining requirements for a Fraud, Waste, and Abuse (FWA) and Program Integrity response as part of a state and local health insurance exchange contract opportunity. The Exhibit establishes the framework and evaluation criteria for bidders to demonstrate their integrated approach to program integrity, security, privacy, and regulatory compliance across the full Exchange lifecycle. Bidders must submit responses organized into six mandatory sections: FWA Detection and Prevention; Monitoring, Reporting, and Program Integrity Operations; Security and Compliance Approach; Privacy and Data Protection; Real-Time Monitoring and Incident Response; and Regulatory Alignment and Audit Readiness. All responses are limited to a maximum of 20 pages using minimum 11-point Arial or Calibri font with 1-inch margins and single or 1.15 line spacing. The submission must demonstrate a fully integrated, operationalized approach with specific examples, diagrams, and workflows rather than conceptual descriptions, and all content must align with the Requirements Matrix obligations.
The Exhibit specifies that bidders must address comprehensive detection methodologies including rules-based, analytics-based, risk scoring, and anomaly detection capabilities; prevention controls embedded within workflows; real-time and post-processing detection; predictive analytics and machine learning applications; and identity and access management based on the principle of least privilege. Security requirements mandate alignment with CMS security frameworks, IRS Publication 1075 compliance for Federal Tax Information protection, HIPAA privacy and security standards, and State of Oklahoma cybersecurity requirements, with a recommended hybrid access control model combining role-based and attribute-based controls. Bidders must demonstrate data protection strategies for personally identifiable information and Federal Tax Information, encryption capabilities for data in transit and at rest, comprehensive logging and monitoring controls, incident response workflows, and evidence generation practices to support independent audit readiness and regulatory reporting to State and Federal oversight entities.
