About this file

This is an evaluation exhibit for a State-Based Exchange (SBE) marketplace qualifications assessment, specifically for Oklahoma's Enhanced Direct Enrollment (EDE)-first model. The document establishes the response requirements and evaluation criteria for vendor bidders seeking to support the State's health insurance exchange operations. Bidders are required to submit responses organized into four primary sections: understanding of the EDE-First State-Based Exchange operating model, vendor experience supporting State-Based Exchanges and CMS-integrated ecosystems, relevant case studies demonstrating successful delivery of similar solutions, and key differentiators of the bidder's approach and service model. Responses are limited to 11 pages, must use minimum 11-point Arial or Calibri font with 1-inch margins and single or 1.15 line spacing, and must avoid marketing language in favor of execution detail. All content, including tables, diagrams, and supporting materials, counts toward the page limit.

Bidders must demonstrate comprehensive experience with State-operated consumer portals, Oklahoma Enrollment Partners (OKEPs), issuer coordination, and multi-channel enrollment ecosystems utilizing shared Exchange services and modular architecture. Vendor experience requirements include proven delivery and operation of eligibility and enrollment platforms in regulated healthcare environments, CMS system integration and certification support, multi-entity ecosystem coordination with issuers and brokers, and consumer-facing enrollment capabilities. Bidders must clearly identify their role as either prime contractor or subcontractor, specify scope and duration for each relevant engagement, provide measurable outcomes from past performance, and articulate their unique capabilities, implementation speed advantages, cost efficiencies, risk mitigation strategies, and innovative approaches specific to EDE-enabled ecosystems and operational efficiency. The exhibit does not specify pricing terms, contract duration, award dates, or funding amounts within its scope.
