About this file

This is a Technical Solution and Architecture exhibit for Oklahoma's State-Based Exchange, detailing requirements for bidders proposing an Affordable Care Act (ACA) compliant health insurance enrollment platform. The exhibit establishes comprehensive evaluation criteria for the bidder's technical approach to supporting an Exchange-first (EDE) operating model that integrates Oklahoma Enrollment Partners (OKEPs) with a state-operated consumer portal. Bidders must submit responses limited to 26 pages using minimum 11-point Arial or Calibri font with 1-inch margins and single or 1.15 line spacing, with tables and diagrams encouraged. The submission must address overall technical architecture, EDE-first solution design, consumer experience across enrollment channels, integration strategy, data management, interoperability and API strategy, performance and scalability, and system monitoring and operations. Required artifacts include a high-level system architecture diagram and an enrollment channel interaction diagram; an integration architecture diagram is optional but strongly encouraged.

The exhibit requires detailed technical descriptions addressing cloud hosting models, system modularity and extensibility, support for multiple enrollment channels through shared services, system resiliency and disaster recovery, development environment strategies, data governance and migration, API design standards and lifecycle management, partner onboarding and certification processes, performance benchmarks and peak load handling, scalability approaches, availability targets, monitoring tools, incident response processes, and operational reporting capabilities. Bidders must demonstrate how the solution maintains data integrity and consistency across CMS systems, federal data services (FDSH), state Medicaid systems, issuers, and OKEPs while managing sensitive personally identifiable information and Federal Tax Information (FTI). The evaluation emphasizes architectural design decisions, execution details, and operational sustainability rather than marketing language.
