About this file
This is an exhibit document for a state health insurance exchange contract opportunity, specifically Exhibit 15 addressing Business Model Flexibility and Transition Strategy requirements. The document outlines bidder instructions and response expectations for demonstrating the ability to support long-term operational flexibility, minimize vendor dependency, and enable the State to maintain control over its health insurance exchange operations, data, and technology infrastructure. Bidders are required to submit responses organized into four distinct sections: Supplier Lock-In Mitigation Strategy, Data Portability and System Transferability, Transition-Out Plan (Modular Transition), and State Ownership and Vendor Support. All responses must adhere to a 12-page maximum limit, use minimum 11-point Arial or Calibri font, maintain 1-inch minimum margins, and employ single or 1.15 line spacing, with tables and diagrams encouraged and counted toward page limits.
The exhibit requires bidders to demonstrate how their proposed solution utilizes open standards, modular architecture, and configurable components to prevent supplier lock-in while ensuring the State retains full ownership of all data and system capabilities. Bidders must detail their approach to data portability through standard, non-proprietary export formats, documentation of data models and interfaces, and support for system migration without data integrity loss. Additionally, bidders must provide comprehensive transition-out plans addressing partial, phased, or full service transitions, including timelines, knowledge transfer methodologies, artifact delivery (system documentation and runbooks), and coordination protocols with incoming vendors or State teams. The response structure requires clear labeling of all subsections, with emphasis on execution detail and technical feasibility rather than marketing language, and responses will be evaluated based on the bidder's ability to balance vendor responsibility with State operational control and independence.

Exhibit 15 – Business Model Flexibility and Transition Strategy
Purpose This Exhibit evaluates the Bidder’s ability to support long-term flexibility, minimize vendor lock-in, and enable the State to maintain control over its Exchange operations, data, and technology, including the ability to transition services or components to another vendor or to the State.
general instructions
· Page Limit: 12 pages
· Font: Minimum 11-point (Arial, or Calibri)
· Margins: Minimum 1 inch
· Line spacing: Single or 1.15
· Tables and diagrams are encouraged and count toward page limits
· Avoid marketing language; focus on execution detail, technical feasibility, and enforceability
· All content within each Exhibit, including bidder instructions, narrative responses, tables, and supporting detail, shall count toward the applicable page limitations unless otherwise specified.
Response Organization Requirement Responses must be organized using the structure provided in this Exhibit. Each subsection must be clearly labeled. Failure to clearly label responses may result in reduced evaluation scores.
Response expectations The Bidder shall describe:
Supplier Lock-In Mitigation Strategy Bidder Instructions - Supplier Lock-In Mitigation Strategy:
Bidder should describe how the proposed solution and delivery model minimizes dependency on the Bidder.
Include:
· Use of open standards, modular architecture, and configurable components
· Separation of components to allow independent replacement or transition
· Approach to avoiding proprietary constraints that limit future flexibility
· Ability for the State or third parties to access, operate, and maintain system components
· Strategies to ensure long-term sustainability without reliance on the original Supplier
· Ability to support evolving enrollment channel strategies, including coordination across OKEPs, a consumer portal, and future operational models
· Use of shared eligibility, enrollment, workflow, and integration services that support modular expansion, replacement, or transition of enrollment channels over time
Bidder Response - Supplier Lock-In Mitigation Strategy:
In this section, the Bidder shall provide its written response to the instructions stated above. The response will be evaluated in accordance with this Exhibit.
Data Portability and System Transferability Bidder Instructions - Data Portability and System Transferability:
Bidder should describe how the State’s data and system capabilities can be transferred, reused, or migrated.
Include:
· Data ownership model, including confirmation that the State retains ownership of all data
· Ability to export data in standard, non-proprietary formats
· Documentation of data models, schemas, and interfaces
· Approach to transferring system configurations, workflows, and business rules
· Support for migration to another platform or vendor without loss of data integrity
Bidder Response - Data Portability and System Transferability:
In this section, the Bidder shall provide its written response to the instructions stated above. The response will be evaluated in accordance with this Exhibit.
Transition-Out Plan (Modular Transition) Bidder Instructions - Transition-Out Plan (Modular Transition) Bidder should describe how the Bidder will support a transition of services or system components at the end of the contract or upon State direction.
Include:
· Approach to transitioning individual modules, services, or the full system
· Identification of transition scenarios (e.g., partial transition, phased transition, full transition)
· Timeline, sequencing, and dependencies for transition activities
· Knowledge transfer approach, including documentation and training
· Delivery of required artifacts, including system documentation, runbooks, and interface specifications
· Coordination with incoming vendors or State teams
Bidder Response - Transition-Out Plan (Modular Transition) In this section, the Bidder shall provide its written response to the instructions stated above. The response will be evaluated in accordance with this Exhibit.
State Ownership and Vendor Support Bidder Instructions - State Ownership and Vendor Support Bidder should describe how the State will maintain control and oversight of the solution during and after the contract term.
Include:
· State access to system configurations, documentation, and environments
· Role of the Bidder in supporting State oversight and governance
· Support for State-led modifications, enhancements, or integrations
· Approach to enabling State staff or third parties to operate and maintain the system
· Ongoing support model that balances vendor responsibility with State control
Bidder Response - State Ownership and Vendor Support In this section, the Bidder shall provide its written response to the instructions stated above. The response will be evaluated in accordance with this Exhibit.
