About this file
Summary: FermiForward Quality Requirements (Section 014200)
This document is a quality requirements specification for service subcontractors working on FermiForward projects. The Service Subcontractor is responsible for managing, controlling, and documenting all work activities—including safety, testing, inspection, and service delivery—to ensure compliance with subcontract documents. This responsibility extends to work performed on-site and off-site by the subcontractor's organization, suppliers, technical laboratories, consultants, and sub-tier contractors.
The quality program consists of two components: (1) a Corporate Quality Assurance Plan that must be submitted with the bid or proposal (failure to submit constitutes non-responsive bidding), and (2) a Project Quality Control (PQC) Plan that must be submitted to the Procurement Administrator within 10 working days of subcontract award for FermiForward review. The PQC Plan must identify personnel, procedures, controls, instructions, tests, records, and forms specific to the project and must be updated to reflect any changes in scope. The Project Quality Control Manager is responsible for implementing the PQC Plan effectively, interfacing with the Task Manager on quality matters, maintaining quality records, attending coordination meetings, performing required QC checks, developing a deficiency/nonconformance list, and preparing quality control reports. Acceptance of the PQC Plan is required before work begins and is conditional on satisfactory performance; FermiForward will review and accept the plan within 5 working days of submittal and reserves the right to require modifications to operations, procedures, or personnel as necessary.
