About this file
This is a Department of the Army U.S. Army Corps of Engineers (USACE) modification letter issued by the Jacksonville District Regulatory Division to Flagler County regarding a dredge permit for maintenance dredging operations at Bing's Landing Boat Ramp, located at 5862 N Ocean Shore Boulevard in Palm Coast, Florida. The modification, dated December 10, 2025, revises the project-specific special conditions originally established in Department of the Army permit number SAJ-2003-02314, which was issued on August 18, 2025. The primary modification concerns the relocation of the dredge spoil disposal site from the Iroquois Borrow Pit (2699 Old Kings Road South, Flagler Beach, Florida) to a county-owned property at 245 County Road 305, Bunnell, Florida (Parcel ID: 12-12-29-0000-01040-0021). The permittee, Erick Revuelta representing Flagler County, submitted the modification request on December 4, 2025, and the Corps completed its review and determined that the proposed changes would have insignificant impact on navigation and the environment.
The revised permit requirements specify that all dredged material shall be placed in a self-contained, upland disposal site as detailed in the construction drawings, with the permittee responsible for maintaining the disposal site to prevent discharge of dredged material and associated effluent into waters of the United States. The modification is incorporated into the original permit conditions, which remain in full force and effect. The project manager for this permit is Amber Stroble, who can be contacted at 904-860-7365 or via email at Amber.N.Goldberg@usace.army.mil. No specific cost estimates, funding sources, or contract award information is provided in this regulatory modification document.

Dear Mr. Revuelta:
The U.S. Army Corps of Engineers (Corps) has completed the review and evaluation of your modification request, received on December 4, 2025, in which you asked to revise the project specific special conditions that were included in the Department of the Army verification letter for permit number SAJ-2003-02314, issued to Mr. Erick Revuelta, Flagler County, dated August 18, 2025. The project site is located in the Bing’s Landing boat basin adjacent to the Intracoastal Waterway at 5862 N Ocean Shore Boulevard, in Section 40, Township 10 South, Range 31 East, Palm Coast, Flagler County, Florida.
The proposed modification would result in the modification of the dredge spoil disposal site from the Iroquois Borrow Pit (2699 Old Kings Road South, Flagler Beach, FL) to a county owned property at 245 County Road 305, Bunnell, Florida (Parcel ID:
12-12-29-0000-01040-0021)). The modification must be completed in accordance with the original construction drawings and revised special conditions, which are incorporated in, and made a part of the permit:
Revised Special Condition No. 4:
4. Dredge Material Disposal: The Permittee shall place all dredged material in a self-contained, upland disposal site as detailed in Attachment 1, Drawing 4 of 4. The impact of your proposal on navigation and the environment has been reviewed and found to be insignificant. The verification is hereby modified in accordance with your mailto:erevuelta@flaglercounty.gov request. You should attach this letter to the verification letter. All other conditions of the verification letter remain in full force and effect.
