About this file

This is Addendum 2 to an Invitation for Bid (IFB) from the California Department of General Services - Procurement Division for herbicides and insecticides, with responses due February 25, 2016 by 2:00 PM. The addendum modifies two key sections of the original solicitation: Section 26 regarding minimum orders and Section 36 regarding container management. The minimum order amount is set at $200.00, with an exception for returnable/refillable containers and blending services which require a minimum order of 60 gallons.

The addendum provides detailed requirements for container management, including take-back container services and recycling programs for HDPE containers. The recycling program must be ANSI-accredited and comply with Food and Agriculture Code Section 12841.4. Containers must be picked up every 90 days and recycled within 10 days, with documentation provided within 30 days. The pricing structure for returnable/refillable containers and custom blending services is detailed, with specific line items referenced from Attachment 1 (A46-F47). The document includes provisions for small business preferences and a 5% preference for qualified bidders.

HERBICIDES AND INSECTICIDES

Subject solicitation for HERBICIDES AND INSECTICIDES is hereby modified to reflect the following changes:

A. Language for Section 26, Minimum Order shall be modified to the following:

MINIMUM ORDER

The minimum order shall be $200.00, with the exception of the following:

B. Language for Section 36, Container Management shall be modified to the following:

CONTAINER MANAGEMENT

Take-Back container services are to be offered to all requesting agencies and include a recycling program for high-density polyethylene (HDPE) type containers. The recycling program must be certified by an ANSI-accredited third-party organization, in compliance with Food and Agriculture Code Section 12841.4 and provided at no additional cost to the State. Pesticide containers shall be picked up at least every 90 days/3 months, scheduled as mutually agreed with the State agency and taken to recycling facility within ten (10) days. A signed receipt of recycling or report is to be provided to requesting agency and must note: the number and size of containers removed, the State agency’s address where removed from and the name of the recycling facility accepting the containers. Agencies are to receive the report or recycling receipt within 30 days of request.

Returnable/refillable containers

Returnable, refillable containers must be made available to ordering agencies for any liquid chemical(s) on the contract for which they are available as standard industry practice, in the container size that is requested. The containers must have a Micromatic valve and identifying bar code or equivalent. The price charged to the agency will be the same for each chemical line item on the contract, as quoted on Attachment 1 – Pricing Worksheet, line items A46, B46, C46, D46, E46, and F46.

Returnable, refillable container pricing shall be calculated as follows:

Price for custom blending in returnable/refillable containers shall be calculated as follows:

Please refer to Section 26 for minimum order
