The evaluation criteria outline a comprehensive scoring system for proposal submissions, with a total possible point allocation of 100 points, with potential additional preference points for New Mexico-based businesses. The scoring is divided into four primary categories: Financial Considerations (30 points), Similar Project Experience (50 points), Composition of Project Team (10 points), and Compliance with Regulatory Agencies (10 points).
The document provides detailed requirements for proposal submissions, including specific documentation needed such as project experience details, key personnel resumes, and compliance forms. Additionally, the evaluation criteria include preferential point allocations for New Mexico Resident/Native American Businesses (8 points) and Veteran New Mexico Resident/Native American Businesses (10 points), with specific requirements for certification from the State of New Mexico Taxation & Revenue Department.
