APPENDIX C: Go-Live and Full Operational Capability Definitions
Go-Live shall become the final step upon successful completion of the Physical Design Phase and Transition Phase. The Contractor shall propose Go-Live in accordance with the Performance Work Statement (PWS). At a minimum, Go-Live shall address when the following criteria have been met by the Contractor and approved by the Government:
1. All hardware, software, facilities, and infrastructure are in place to fully service a USM customer.
2. All scheduled testing activities have been completed (test plans, test case execution, test reports, etc.).
3. All Severity 1 and 2 Defect Reports (or equivalents) are resolved, deferred, waivered, or closed.
4. A call center facility is fully staffed and business processes are in place to execute operations. Staff is fully trained and the call center has obtained all necessary telephony infrastructure to include hardware, software, and lines. Plan to switch line routing has been approved by the government.
5. An order fulfillment center is fully staffed and business processes are in place to execute operations. Staff is fully trained and the physical warehouse facility has all the necessary hardware and software for order fulfillment center resources use. Plan to move inventory to facility has been approved by the government.
6. USM personnel have been fully trained on systems they will use.
7. Plan to switch domain routing and security certificate details has been approved by the government. Authorization to Operate is issued by the USM.
The Contractor shall propose Full Operational Capability (FOC) in accordance with the PWS. At a minimum, FOC shall address when the following criteria has been met by the Contractor and approved by the Government:
1. All temporary waivers have been remediated and closed.
2. All Severity 3 and 4 Defect Reports are resolved, deferred, waivered or closed.
