About this file
This document is an Addendum to an RFQ (Request for Qualifications) issued by Lubbock Power & Light (LP&L) for Professional Services for Distribution Design and Engineering Services (RFQ# 7152-23-EUA). The RFQ is seeking qualifications from engineering firms to provide distribution design and engineering services for the replacement or upgrade of structures and equipment that do not conform to NESC and LP&L's design standards. The scope of work includes designing and preparing technical drawings, cost estimates, and schedules for overhead, underground, and street light facility construction; performing field work; coordinating with various entities to acquire permits; providing support for electric system modeling and analysis; and providing procurement support. The RFQ closes on October 10, 2023, at 2:00 p.m. CST.
The addendum provides clarification on several items, including the use of prior employer project experience on resumes, the identification of non-conforming structures, the preferred format for technical drawings and as-built data, LP&L's openness to innovative solutions, the tasks required for electric system modeling and analysis, the required contents of the appendix, and the use of specific line design/pole loading analysis software. The addendum also provides information about the size of LP&L's distribution network and the ongoing need for GIS services.

ADDENDUM #4
BID NUMBER: RFQ# 7152-23-EUA
TITLE: LP&L Professional Services for Distribution Design and Engineering Services CLOSE DATE: October 10, 2023 at 2:00 p.m. CST DATE ISSUED: October 5, 2023 All requests for additional information or clarification must be submitted in writing and directed to:
Buyer Name: Cheyenne Goodman Email: cheyennegoodman@lpandl.com
The following items take precedence over requirements for the above named Request for Qualifications (RFQ). Where any item called for in the RFQ documents is supplemented here, the original requirements, not affected by this addendum, shall remain in effect.
1. Do the projects we list on each resume have to be while the individual worked at our firm or can they be projects worked on with a previous employer?
Please only list projects worked while employed by your firm.
2. LP&L references replacement or upgrade of structures that do not conform to NESC or LP&L design standards. Is part of this work to identify those that do not confirm?
There will be jobs where this is done by others and jobs where the awarded firm will be responsible for the task.
3. Is there any preferred format for the technical drawings or as-build data form format which would be a deliverable?
PDF and DWG files will be expected for drawings. For work that is entered into our GIS system that will have to be compatible with that system.
4. Is LP&L open to innovative solutions that meet the scope of the project and more?
Yes, as long as the requirements of the RFQ are met.
5. “6. Provide support for electric system modeling and analysis.” Can you please elaborate on the tasks / type of work required for #6 in the SOW?
Please review addendum #3.
6. Should the appendix section only include the Suspension and Debarment Certification, State Law Verifications, and Bulk Power System Sourcing Disclosure form or is other information supposed to be listed in the Appendix section considering we have a page limit?
No, these page limits have been added in Section E. CONTENTS OF STATEMENT OF QUALIFICATIONS. The appendix is for your discretionary use.
7. On page 9 the statement of qualifications references a prior RFQ. Can we go ahead and make the revision on our end?
A revised Request for Qualifications form has been uploaded to the ESBD.
8. Does LP&L require or prefer any specific line design/pole loading analyses software to be utilized (i.e., PLS-CADD, Spida/O-Calc, PoleForeman)?
We do not have a preferred software.
9. How large is LP&L’s distribution network (For example, ## miles long)?
There is approximately 5,000 miles of lines.
10. How long will GIS services be needed?
GIS will be an aspect for almost every job issued so this will be needed for the entire contract.
