About this file
This document is an Addendum #2 for a Request for Qualifications (RFQ) issued by Lubbock Power & Light (LP&L) for Professional Services for Distribution Design and Engineering Services (RFQ# 7152-23-EUA). LP&L is seeking qualifications from engineering firms to provide distribution design and engineering services for the replacement or upgrade of structures and equipment that do not conform to NESC and LP&L's current design standards. The requested services include designing and preparing technical drawings, cost estimates, and schedules for overhead, underground, and street light facility construction; performing field work such as surveying, layout staking, and construction inspection; coordinating with various agencies to acquire permits; providing support for electric system modeling and analysis; and assisting with procurement of materials, equipment, and construction specifications. The RFQ closes on October 10, 2023, at 2:00 p.m. CST.
The addendum clarifies the information expected in the "Overall Responsiveness to the RFQ" section, provides details on the type of inspections required, and specifies where to include references for the proposed team members. The contract opportunity is for services in the state of Texas, specifically within the jurisdictions of Travis County and the City of Lubbock.

ADDENDUM #2
BID NUMBER: RFQ# 7152-23-EUA
TITLE: LP&L Professional Services for Distribution Design and Engineering Services CLOSE DATE: October 10, 2023 at 2:00 p.m. CST DATE ISSUED: September 25, 2023 All requests for additional information or clarification must be submitted in writing and directed to:
Buyer Name: Cheyenne Goodman Email: cheyennegoodman@lpandl.com
The following items take precedence over requirements for the above named Request for Qualifications (RFQ). Where any item called for in the RFQ documents is supplemented here, the original requirements, not affected by this addendum, shall remain in effect.
1. What information is expected to be addressed in the section on page 13, No. 4 Overall Responsiveness to the RFQ (40%) under “Summary” Page Limit 2?
A statement on how your company can offer the services and business needs for distribution design and engineering services.
2. In section B. PROJECT SCOPE OF WORK, 2. “Perform field work including surveying, layout staking, and inspection.” What type of inspections are expected to be performed?
This section is referencing construction inspection services like monitoring for design compliance, redline creation, reporting, etc. While this may not be utilized much, we want to have the option available.
3. I am looking for some clarification on where exactly the “references for each proposed team member” are supposed to be included in our response. Should individual team member references be included in “Project Team Qualifications” or in the “Past Project Experience” section? Or are references only required for the projects that we include in the “Past Project Experience” section?
Please list individual team member references in “Project Team Qualifications” and list past project references in the “Past Project Experience” section.
