About this file
This document is an addendum to a Request for Qualifications (RFQ) issued by Lubbock Power & Light (LP&L) for professional services to provide distribution design and engineering services in Texas. The RFQ seeks qualifications from engineering firms to assist LP&L with distribution design, system mapping, and modeling for capital improvement projects to upgrade or replace infrastructure within its existing service territory. The scope of work includes design and preparation of technical drawings, cost estimates, and schedules, as well as field work, coordination with local agencies, and support for electric system modeling and analysis. The contract term will be negotiated with the top-ranked firm selected through this RFQ process. Over 130 firms were invited to participate, and LP&L prefers a firm that can perform all requested services, but subcontractors will be allowed. References are required for each proposed team member.
This RFQ does not include rate sheets or estimated costs, as the selection will be based on the firms' qualifications as outlined in the evaluation criteria. There is no current agreement in place, and this is a new professional services contract. The addendum provides clarification on various aspects of the RFQ, such as the absence of a previous contract, the duration of the agreement, and the requirement for references for each proposed team member.
