This document is a Request for Qualifications (RFQ) issued by Lubbock Power & Light (LP&L), a municipal electric utility in Lubbock, Texas. LP&L is seeking qualifications from engineering firms to provide distribution design and engineering services for the replacement or upgrade of electric distribution infrastructure within its service territory. The scope of work includes designing and preparing technical drawings, cost estimates, and schedules for overhead, underground, and streetlight facility construction; performing field work such as surveying and inspection; coordinating with local agencies to acquire permits; and providing support for electric system modeling and analysis. Responses to the RFQ are due by October 10, 2023, and LP&L will use a two-step selection process, which may involve interviews with short-listed firms, to identify the most qualified consultant.
The RFQ outlines specific requirements for the response package, including limits on page counts for various sections. It also includes several state law verifications that the selected firm must comply with, such as non-discrimination against firearm entities and non-boycott of energy companies. The contract resulting from this RFQ is subject to approval by the LP&L Electric Utility Board and will be procured in accordance with Texas state law regarding professional services.
