About this file
This document is an addendum to a Request for Qualifications (RFQ) issued by Lubbock Power & Light (LP&L) for Professional Services for Distribution Design and Engineering Services, RFQ# 7152-23-EUA. The RFQ is seeking qualified firms to provide services that include, but are not limited to, electric distribution design, system mapping, and modeling for electric utilities operating in the State of Texas. The requested services are for capital improvement projects to upgrade or replace infrastructure within LP&L's existing service territory, ranging from 4kV to 23kV. The scope of work includes designing and preparing technical drawings, cost estimates, and schedules for overhead, underground, and street light facility construction, as well as performing field work, coordinating with various agencies, inputting as-built data into the GIS system, and providing support for electric system modeling and analysis.
The addendum addresses several clarifications, including the use of LP&L personnel as references, remote access to GIS software, training requirements, the need for right-of-way/easement services, the use of cost estimation tools, and the project approach requirements. The RFQ also specifies that the references should cover the past 5 years, as well as the past 2 years in Texas. The contract opportunity is specific to the jurisdictions of Travis County and the City of Lubbock, Texas.

ADDENDUM #3
BID NUMBER: RFQ# 7152-23-EUA
TITLE: LP&L Professional Services for Distribution Design and Engineering Services CLOSE DATE: October 10, 2023 at 2:00 p.m. CST DATE ISSUED: October 3, 2023 All requests for additional information or clarification must be submitted in writing and directed to:
Buyer Name: Cheyenne Goodman Email: cheyennegoodman@lpandl.com
The following items take precedence over requirements for the above named Request for Qualifications (RFQ). Where any item called for in the RFQ documents is supplemented here, the original requirements, not affected by this addendum, shall remain in effect.
1. Are we able to list LP&L personnel as a personal reference within our submittal?
LP&L may not be used as a reference.
2. Regarding “upon completion of any project, input as-built data into the LP&L GIS (ARC-FM Designer)” will we be able to remote in and use their existing licenses for full enterprise arc firm?
It is our intent to allow the firm to remote in, however there may be some I.T. constraints and the selected firm may have to provide their own license. This will be negotiated with the selected firm.
3. Is there any training required for onboarding engineers and designers?
We do not have specialized training for this purpose.
4. Do you require Right of Way/easement services as part of this contract?
This may be a service we will utilize.
5. In regards to the preparation of cost estimates, what tool used? (We) can supply estimates, but we wanted to confirm if you had tools (such as Maximo) that you use to generate material and manpower estimates.
Our estimates are currently handled within an Excel spreadsheet we do not use a specialized software program.
6. In regard to system modelling and analysis – is the request to perform cyme studies, or only to confirm field conditions (equipment locations, etc) for the studies to be performed by others?
These services will be for system structural design. So pole loading analysis may be necessary. We are looking for design services such as pole selection, framing selection, guying requirements, permit acquisition, modification of structures to adhere to current design standards, transformer sizing and placement.
7. The Statement of Qualifications form indicates that we should provide project references for the past 5 years. However, another requirement states that we should provide references for the past 2 years and in Texas. Are these 2 separate reference requirements we should fulfill in separate sections?
Yes, these are separate reference requirements.
8. Regarding the project approach, are LP&L’s expectations to receive an approach per task or an overarching methodology to include all services mentioned in the scope of work, given the page limitations?
An overarching methodology is normally received for request for qualifications but this will be the firm’s option as long as the approach is within the 5-page limit.
