About this file

This document is an addendum for a Request for Competitive Sealed Proposals (RFCSP) from the Schertz-Cibolo-Universal City Independent School District (SCUC ISD) for a districtwide security access control upgrade project (RFCSP# 23-012C). The objective is to migrate the existing access control and video surveillance systems to a new GENETEC-based solution. The addendum addresses questions from bidders, revises key dates, and clarifies requirements such as the need for turnkey solutions including intelligent controllers, door controllers, electrified door hardware, wiring, and licensing. A non-mandatory pre-proposal conference was held on July 19, 2023, and proposals are due by 2:00 PM CST on September 6, 2023.

Regarding pricing, the solicitation does not explicitly mention any set-asides or incumbent contractors. It states that existing Mercury-based access control components may be reused if genuine, but new access control and video surveillance hardware and software are required. Funding sources and amounts are not specified, but the school district is seeking a fully functional, licensed, and turnkey security system upgrade across multiple campuses in Guadalupe County and Santa Anna Town, Texas.

Addendum #5

GENERAL___________________________________________________________________________

ITEM 1

Please note the revised door hardware schedule is still currently pending from Allegion. For this reason, the deadlines listed below have been adjusted.

1. The final day for questions has been moved to August 31st, 2023.

2. The bid opening has been pushed to 2:00 PM CST on September 6th, 2023.

ITEM 2

To assist with your bidding process, we are releasing Addendum #5. This addresses most of the questions we've received thus far. If you have submitted a question that has not been addressed below or previously, kindly reach out to us via email.

Questions & Answers:

Question: Main controller boards (LP1502/LP4502). Would you like one in each closet, or having one in each school only?

Answer: There should be one LP 1502 in each closet. It is done this way so if the data connection is lost, decision making can still occur at each door. This also allows for the lockdown functionality to engage under the same conditions.

Question: Are we supplying a ariel Lift for areas like the GYM doors that will call for cable runs in high places?

Answer: Yes. You are responsible for providing all labor and equipment needed to provide a turnkey solution. If a lift of any kind is require, you will need to provide one.

Question: Are we reusing any existing mercury boards, or would you like for us to replace them?

Answer: As stated previously in addendums 3 and 4, yes genuine Mercury boards may be re-used.

Question: There is card reader wiring in several of the pictures that cannot be attributed to card readers in the drawings. Please confirm that enclosures and Mercury boards should be sized to accommodate these.

Answer: The successful contractor shall provide the components necessary to provide a full turnkey access control system. If a site survey is required, please contact gmartin@agcm.com.

Question: There are no MDF/IDF pictures in the Admin Annex folder, will these pictures be provided?

Answer: The photos provided are what we have available. If a site survey is required, please contact gmartin@agcm.com.

Question: The photos for IDF#3 at Clemens show additional panels to the left and right of the LSP enclosure. Is it possible to obtain photos of the inside of these enclosures?

Answer: Those panels contain power supplies, not ACS panels or door controllers. If a site survey is required, please contact gmartin@agcm.com.

Question: Please confirm that the model number of new LSP enclosures will be provided.

Answer: TBD

Question: There is no folder or pictures for Watts Elementary School IDF #5, will these be provided?

Answer: Please check the folder, they were uploaded on 8/17/2023 @ 8:05 PM.

Question: On T18.01 please confirm if this is a new or existing pedestal mounted card reader, as no keynote has been applied to it.

Answer: Existing.

Question: Hardware Groups call for “INSTALL POWER LOOP AT THE TOP CORNER OF THE DOOR & FRAME”. How is the power getting from the loop at the top of the door to the exit device?

Answer: The installer will have to drill a hole at the top of the door to the exit device prep

Question: Are we to only worry about the door#’s listed on in the hardware groups? I do not see any architectural drawings or door schedules.

Answer: Please review the door schedule and keyed notes on each sheet showing which doors require new electrified door hardware and access control.

Question: Are the frame and door currently prepped for the EPTs that are called out? If not, are any of those doors fire rated?

Answer: No, the only openings listed with EPT power transfers are storefront and will need to be Field Prep for the power transfer.

Question: Per the instructions to offerors 3.03 Form of Proposal Section B Tab 3 question 6, a Criminal Background Check Form 8000-8002 should be included with our proposal, however there is no attachment. Will one be provided?

Answer: We will waive the requirement for a criminal background check form during the proposal process. These will be required after the contract is awarded.

Question: Per the instructions to offerors Submission Procedures Section 6.01 B it states the bid forms and bid bond should be place in a sealed envelope however under 3.03 Form of Proposal it states the same information should be included in Tab 5 of the proposal binder content. Please clarify, should the bid forms and bid bond be placed in a separate envelope?

322 Longview Drive • Sugarland, Texas 77478

Answer: The bid bonds should be separated into their own envelope for easier processing. As for the bid documents, we would prefer them to stay included in Tab 5.

Question: Should we include spare parts in our proposal?

Answer: No.

Question: AD Locks located at Wilder and Steele, are the locks wireless or hardwired?

Answer: Hardwired.

Question: Should we include client station licenses in our proposal? If yes, provide a quantity.

Answer: Yes, (5).
