About this file

This document is an Addendum #4 to the Request for Competitive Sealed Proposal (RFCSP) #23-012C for the Schertz-Cibolo-Universal City Independent School District (SCUC ISD) Districtwide Security Upgrade Project. The objective is to migrate the existing access control and video surveillance systems to a GENETEC unified security solution. This includes providing new access control hardware, power supplies, controllers, electrified door hardware, and integrating the existing components that are compatible. The video surveillance system will also be transitioned to the new GENETEC virtualized platform. A non-mandatory pre-proposal conference was held on July 19, 2023, and proposals are due by 2:00 PM on September 6, 2023 to be opened immediately thereafter.

The project locations are within the SCUC ISD, which serves Guadalupe County and Santa Anna Town in Texas. The access control and video surveillance systems are required to be fully licensed, functional, and turnkey. Existing compatible components such as LP 4502 (red)/1502 (red) Intelligent Controllers and MR-52 Door Controllers may be reused. Pricing terms, set asides, incumbent information, and funding details were not provided in the addendum.

Addendum #4

GENERAL___________________________________________________________________________

ITEM 1

Below, you'll find a list of RFI’s and their respective responses. Please note the revised door hardware schedule is still currently pending from Allegion.

To assist with your bidding process, we are releasing Addendum #4. This addresses most of the questions we've received thus far. It's imperative that you thoroughly review these questions. If any question you've submitted doesn't appear in the list, kindly reach out to us via email ASAP.

Questions & Answers:

Question: Can you please define what controller hardware is located in each IDF location. During the walk through yesterday 3 different types of controllers were shown to us – (VSRC-A which can NOT be reused) (LP4502 with MR52/MR50 which can be reused) and (LP4502 with VRINX single controllers which can NOT be reused).

Answer: Please refer to the photographs that were provided of each MDF/IDF. A site walk was previously to all contractors to facilitate your assessment of existing conditions.

Question Can you please confirm the door controller above each door is utilizing when using a LP4502 – is it the MR50 or VRINX – both were shown at the District.

Answer: The existing hardware is a mix of Vanderbilt, and Mercury (red) boards. Door controllers are not necessarily above the door(s). Please refer to the photographs for existing conditions for panel types and locations. Please refer to the specifications for the new controller equipment requirements. Also, a site survey was offered for the teams to investigate these conditions.

Question: Please confirm IDF locations – example only 2 IDF locations are shown in the Allison Steele Enhanced Learning Center.

Answer: The MDF and IDF locations are bolded on the drawings. The sites were surveyed with the client, and to their knowledge, these are the only existing MDF/IDF rooms with security panels.

Question: Are there any AD locks on any of the campuses?

Answer: Wilder has about 5 AD Locks on campus and Steele has 1 in the mechanical building detached from building.

Question: Are power supplies above the doors or in the closets?

Answer: QEL Kits typically get power from IDF closets. EL Kits Typically have Power Supplies at or room closest to Access Door

Question: Are there any VRINX’s above the doors?

Answer: Having VRINX’s at door location is not the standard

Question: According to the drawings, there are 200 readers existing that are to be programmed into the new system. 66 readers are new locations. However, there are 139 listed readers in the drawings that do not have a note associated with them. Are those readers to be assumed new or existing?

Answer: Keyed note 1 indicates an existing reader. Keyed note 2 indicates a new reader. The locations with CR numbers and no keyed note are mechanical doors. This numbering was left in place for the owners’ use. This was discussed at the pre-bid conference. Please see the example below for further clarification:

Example: Existing access-controlled door (keyed note 1)

Example: New access-controlled door (keyed note 2)

Example: Mechanical door with no existing or new connection to the access control system. (no keyed note)

ITEM 2

As a friendly reminder, any contractor who bids is acknowledging their responsibility to provide a comprehensive turnkey access control and video surveillance system. This obligation holds true even if specific components aren't explicitly listed within the RFCSP, drawings, and or specifications. The access control and video surveillance systems shall be integrated to provide a GENETEC unified security solution. The access control and video surveillance systems shall be fully licensed functional, and turnkey.

Access Control System Upgrade:

• The objective is to migrate the existing system to GENETEC software and hardware.

• This entails all access control system hardware, (1 GENETEC CloudLink per campus/site), power supplies, enclosures, door controllers, intelligent controllers, wiring, input/output boards, electrified door hardware, etc., software (virtualized), licensing, labor required to provide a fully functional turn-key system. This also includes programming as directed by the owner.

o LP 4502 (red)/1502 (red) Intelligent Controllers and MR-52 Door Controllers from the existing system may be reused if they are genuine Mercury parts.

o Providing new access control as depicted in the drawings is mandatory. This includes electrified door hardware, intelligent controllers, door controllers, input/output panels, wiring, licenses, and labor needed to provide a fully functional, fully licensed, turnkey access control system.
