About this file

This document is an addendum for a Request for Competitive Sealed Proposals (RFCSP) issued by the Schertz-Cibolo-Universal City Independent School District (SCUC ISD) in Texas for a districtwide security upgrade project. The project aims to migrate the existing access control and video surveillance systems to a GENETEC unified security solution. The upgrade includes hardware, software, licensing, labor, and programming for both the access control and video surveillance systems. The SCUC ISD is accepting proposals until 2:00 p.m. on Thursday, September 6, 2023, and a non-mandatory pre-proposal conference is scheduled for 2:00 p.m. on Wednesday, July 19, 2023.

The addendum provides responses to various questions and clarifications, including the reuse of existing RED Mercury LP1502 and MR52 controllers, the use of existing enclosures, and the total count of 1,425 cameras, 212 of which are multi-sensor devices. The contractor is responsible for providing a comprehensive turnkey solution, even if specific components are not explicitly listed in the drawings and specifications.

Addendum #3

GENERAL___________________________________________________________________________

ITEM 1

Below, you'll find a list of RFI’s and their respective responses. Please note that some items, particularly those related to door hardware questions and drawing modifications, will necessitate further follow-up.

These will be addressed in a forthcoming addendum. Additionally, the revised door hardware schedule is currently pending.

To assist with your bidding process, we are releasing Addendum #3. This addresses most of the questions we've received thus far. It's imperative that you thoroughly review these questions. If any question you've submitted doesn't appear in the list, kindly reach out to us via email.

Thank you for your understanding and cooperation.

Questions & Answers:

Question: The number of card readers on the drawings do not line up with the wiring shown in the MDF/IDF pictures. (Alisson Steele drawings show all 22 readers terminating in IDF#2. The pictures for IDF#2 show a 4-reader enclosure.) Will a device schedule be provided that includes which MDF/IDF each existing and new card reader will terminate to, as well as what boards exist in this MDF/IDF?

Answer: No schedule will be provided. It is up to the contractor to route cabling to the nearest MDF/IDF per the manufacturer’s recommendation.

Question: Where is the page TS20.01 with the Security Equipment Schedules that is indicated on the Index of drawings (TS0.0)?

Answer: Security schedules will not be provided. The drawings will be updated then provided later (before the last date for questions).

Question: Section 00 11 13 Paragraph 1.04.B.2.a indicates that RED Mercury LP1502 should be re-used, should existing RED Mercury MR52 be re-used?

Answer: Yes.

Question: Section 00 11 13 Paragraph 1.04.B.2.b states that we should provide power supplies, enclosures, etc., on an as needed basis, but no make/model is indicated.

Answer: We will provide the part number information in the next addendum.

Question: Section 28 13 00 Paragraph 1.01.A summary mentions installation of a badge printer, but no badge printer is in the specifications. Please clarify if a badge printer will be necessary, and which one is desired.

Answer: Badge printers are not required.

Question: Section 28 13 00 Paragraph 1.01.D directs the use of new enclosures to be used with Genetec ACP, but Section 00 11 13 Paragraph 1.04.B.2.a states to use existing enclosures to the fullest extent possible. Please advise?

Answer: Please use the existing enclosures as much as possible. Provide new enclosures and power supplies as required by the manufacturers installation instructions to provide a fully functional turnkey access control system.

Question: Section 28 13 00 Paragraph 2.02.D.5 implies that Wall mounted, and Mullion mounted readers should be used, but the drawings do not differentiate. Will this be in the schedule provided?

Answer: No security schedule will be provided. It is up to the contractor to determine the type of reader needed at each door.

Question: Section 28 13 00 Paragraph 2.02.E.1.a states that the contractor shall evaluate the existing power supplies and provide new ones as required. Will accurate pictures be provided of every IDF and inside of every enclosure? This is necessary for an evaluation.

Answer: We toured the sites with the client during design to locate and photograph all existing security panel locations. Per the client, all panel locations were visited/photographed. We previously offered the opportunity for you to conduct a site visit for this reason. If you require another site visit for further investigation, please coordinate with gmartin@agcm.com.

Question: Section 28 13 00 Paragraph 2.02.I.2 what make/model/length/type of patch cord cabling should be used for the CloudLink and LP1502 intelligent controllers? ( Answer: (Blue) Ortronics Clarity Category 6 UTP Patch Cord – length as required. The distance from each Cloud link to the rack will be different. Contractor to field verify.

Question: Section 28 13 00 Paragraph 2.02.M will a device schedule of access control panels and power supply enclosures by provided to estimate the correct number of cam lock key sets?

Answer: No. Please refer to the existing photographs and or request a site visit through gmartin@agcm.com for field verification.

Question: Section 28 23 00 Specifications indicate that we should be tying their VMS into Genetec, but there are no cameras indicated on drawings and no camera schedule. Will (at minimum) a quantity of cameras per school be provided to be able to accurately estimate programming time, licensing, and Advantages?

Answer: The quantity of cameras is as follows: The total camera count is 1,425. 212 of the 1,425 cameras are multi sensor devices. Please let us know if more information is required regarding the camera counts.

Question: Drawing T18.01 has pedestal mounted card readers with keynote #1 next to them, indicating that in the alternate bids we should provide cabling, door contacts, and door management alarms. Is this correct?

Answer: No. We will update the drawings in the next addendum.

Question: Section 28 13 00 Paragraph 2.02.J.2.a can cable hangers be used for cable pathway?

Answer: For cabling situated above an accessible ceiling, cable hangers are permissible. However, in the absence of an accessible ceiling, wire mold must be utilized. Additionally, the wire mold should be color-matched to the surface it's affixed to, which might necessitate multiple colors. Please note that cabling passing through mechanical rooms or wet spaces mandates the use of conduit.

Question: Specs do not indicate which variant of this cylinder is required, please confirm which exact cylinder is required (standard VS high security).

Answer: We have forwarded this question to the division 8 consultant for review and comment. We will release their response via addendum as soon as possible.

Question: Please confirm the specified hardware for storefront doors as sizing compatibility may be an issue.

Answer: We have contacted the door hardware consultant for evaluation and response. We will follow up very soon with a more defined response via addendum.
