About this file
This is a request for proposals (RFP) issued by the Texas Commission on Environmental Quality (TCEQ) for a statewide contract to provide water filtration system services in Texas. The contract is for the installation and maintenance of filtration systems on TCEQ-designated sole-source domestic water wells to remove contaminants such as hydrocarbons, volatile organic compounds, semi-volatile organic compounds, and metals. The contract term is expected to be four years from October 1, 2023 through August 31, 2027, with an optional one-year renewal. A pre-proposal conference is scheduled for May 31, 2023, and proposals are due on June 21, 2023.
The RFP specifies that the contractor must demonstrate a good faith effort to meet the 26% Historically Underutilized Business (HUB) subcontracting requirement. Pricing will be evaluated as 30% of the total score, and the contractor must provide a fixed-price schedule of pay items. TCEQ may award one or more contracts based on the anticipated workload. The RFP also allows TCEQ to utilize other contractors not awarded this contract for the required services.
