About this file
This document is a pre-proposal conference presentation for the Texas Statewide Historically Underutilized Business (HUB) Program, which is a state program that promotes procurement opportunities for small, minority, and women-owned businesses. The presentation covers the legal authority for the HUB program, the Good Faith Efforts (GFE) requirements for demonstrating utilization of HUB subcontractors, and the process for completing and submitting a HUB Subcontracting Plan (HSP). Key details include the Texas Government Code and Administrative Code requirements for contracts over $100,000, the statewide HUB goals by industry, and the three GFE options for respondents. The presentation also covers post-award requirements, such as the Progress Assessment Report (PAR) and the Mentor-Protege Program.
The related state and local contract opportunity is for the installation and maintenance of water filtration systems on Texas Commission on Environmental Quality (TCEQ) designated sole-source domestic water wells in Travis County and the City of Austin. The contract term is expected to be from October 1, 2023, through August 31, 2027, with a one-year renewal option. The services include the installation and maintenance of filtration systems to remove hydrocarbon, volatile organic compounds, semi-volatile organic compounds, and metals contamination.
