About this file

This is a Questions and Answers document for Solicitation 2606-001 issued by Central Health (Travis County Healthcare District) in Texas for hospital indemnity insurance coverage. Central Health seeks proposals for new supplemental hospital indemnity insurance as dual option high/low plans covering approximately 2,300 active employees and their dependents across four coverage tiers: Employee Only, Employee + Spouse, Employee + Child(ren), and Employee + Family. The insurance must include guarantee-issue enrollment with no evidence of insurability required for all employees regardless of medical history, and no pre-existing condition waiting periods for returning plan participants during annual open enrollment. The coverage effective date is January 1, 2027, with proposals due July 13, 2026. The enrollment system is UKG, and the carrier must accept electronic eligibility file feeds on a weekly basis at no cost to Central Health. The contract term is one year with four optional one-year renewal periods at Central Health's discretion, with renewal quotes required by April 1 annually and 120 days written notice required for termination.

All team member contributions are 100% employee-funded with no employer cost or carrier commissions; pricing must be submitted net of commissions with all fees and administrative costs itemized on the provided Pricing Sheet. Central Health will administer benefits in-house and currently has no incumbent hospital indemnity carrier, as this represents new coverage. The current major medical carrier is Aetna, in place since 2023. Central Health requires carriers to accept 60-day payment terms and waive all "actively at work" provisions. New employees are eligible to enroll on the first of the month following their hire date. Carriers must provide summary/self-billing payment options and specify any credits, funds, or subsidies for technology and communication costs. Evaluation criteria include Account Management (10%), Customer Service and Support (20%), Claims Administration (20%), Utilization and Reporting Capabilities (10%), Implementation Plan (10%), Fee Structure (20%), and Underwriting and Renewal Process (10%), with potential additional interview/demonstration scores (20%). Central Health will conduct a two-step evaluation process with written proposal review followed by potential interviews of short-listed finalists. Good Faith Effort regarding MBE/WBE participation is required, and mandatory submittal requirements include completion of Exhibit A-2 Questionnaire, Acknowledgement of Receipt Form, HUB certification documentation, conflict of interest disclosures, insurance coverage documentation, and acceptance of sample contract terms and Business Associate Agreement.
