About this file
This is Addendum 2 to a Request for Information (RFI) issued by the Texas Military Department's Construction and Facilities Management Office (CFMO) regarding temporary modular office buildings for Camp Mabry in Austin, Texas. The RFI seeks vendor information on prefabricated modular buildings to accommodate up to 150 personnel across two separate facility locations at Camp Mabry: a North Location designed for approximately 120 occupants west of the 36ID Band Building, and a South Location designed for approximately 40 occupants southwest of Building 19. The South Location has specific space program requirements including two confidential areas (9 and 22 personnel respectively) with separate entrances on opposite sides of the building, an IT Support area for 10 personnel, one unisex restroom, and one conference room with 3-5 person capacity. RFI responses were due July 14, 2026, with mandatory site visits scheduled for June 9 and June 10, 2026. The temporary modular buildings are intended to support office needs during building renovations estimated to run from March 2027 through March 2030, with lease terms of three years initially and an option to extend for an additional three years for a maximum total term of six years.
Addendum 2 provides clarification through a 58-question Q&A document and site maps addressing vendor inquiries regarding project scope, utilities, permits, design responsibility, HVAC systems, security features, flooring materials, and other specifications. Key clarifications include that CFMO will serve as the General Contractor responsible for site preparation, utility coordination, and permitting; the modular vendor is responsible for building design only, not site design; wall-mounted HVAC units are anticipated with vendors encouraged to recommend alternatives; Vinyl Covered Gypsum is the preferred interior wall material; non-fabric flooring such as Vinyl Composition Tile or Luxury Vinyl Plank is preferred over carpet; and new construction is strongly preferred over used buildings. Secure areas require 50 STC-rated insulation for sound attenuation but do not require classified space certification. The addendum clarifies that furniture will be provided by CFMO, delivery and installation costs will be treated as one-time expenditures separate from lease payments, and temporary power will be available during installation. All responses to the RFI are for informational and market research purposes only, with no obligation placed on TMD, and respondents will not be deemed bidders or granted preference in any subsequent procurement.
