About this file
This is Addendum 3 to Solicitation 405 26R0019669, issued by the Texas Department of Public Safety Procurement and Contract Services on June 22, 2026. The addendum extends the deadline for responses from June 22, 2026 to July 6, 2026. The solicitation pertains to independent financial viability assessment services for providers in the Texas Compassionate Use Program (low-THC cannabis dispensing). Respondents must hold current CPA licensure, with Certified Fraud Examiner credentials preferred. The scope of work encompasses four phases: document review of approximately 40,000 financial records; financial analysis covering liquidity, working capital, cash flow, and debt ratios; risk assessment with financial risk ratings; and reporting deliverables including individual assessment reports, executive summaries, and comparative risk rankings. The contract term is five years from the effective date, with DPS retaining the right to extend for up to an additional six-month period. Key dates include June 26, 2026 for solicitation posting; June 30, 2026 at 5:00 PM for the deadline to submit written questions; July 6, 2026 at 5:00 PM for the Q&A posting and response deadline; and August 3, 2026 as the anticipated contract award date.
Pricing is not a factor in selection and will be negotiated following DPS's identification of the preferred provider. The contract operates on a no-minimum, as-needed basis with no guaranteed compensation. Contractors must submit a mandatory pricing schedule covering three engagement tiers (small: 1-10 providers; medium: 11-20 providers; large: 21-30 providers) across the five-year term. Respondents must demonstrate relevant experience in the cannabis industry or similarly regulated industries, with at least one completed engagement within the past five years. Project personnel with physical or logical access to DPS property or data must pass a fingerprint-based criminal history background investigation at the contractor's expense. Contractors must disclose any past or current involvement with cannabis organizations, conflicts of interest, and disciplinary actions within the past five years. Financial rating information including audited financial statements for two prior years, Dun & Bradstreet reports, or alternative statements compiled by independent CPAs must be submitted within 120 days after the end of the contractor's fiscal year. Insurance coverage in types and amounts customary to the industry or as determined by DPS is required. All work products, data, and intellectual property are exclusive property of DPS.
