About this file

This Solicitation Addendum Acknowledgement Form, issued by the Texas Health and Human Services Commission (HHSC) Procurement and Contracting Services division on May 11, 2026, pertains to Addendum No. 1 for IFB No. HHS0017305 regarding Print Mail Services for HHSC/DDS at 6101 E Oltorf Street in Austin, Texas. The addendum revises Exhibit C, the Pricing Sheet, to reflect correct event bid factors for permit mail services. The solicitation seeks competitive bids to establish a contract for processing outgoing agency correspondence using Government Permit postage paid via the HHSC EPS account, with daily pickup of USPS permit mail, secure transportation with documented chain of custody, and same-day delivery to the USPS Business Mail Entry Unit. The contractor must accommodate up to 15,000 envelopes daily and approximately 3,000,000 mail pieces annually in letter, booklet, and flat sizes. Service delivery is required Monday through Friday between 8:00 AM and 5:00 PM Central Time with four-hour response time for service calls and one-hour emergency response capability. The original questions and clarifications deadline was May 6, 2026, at 5:00 PM Central Time; the addendum response was posted May 11, 2026; and bid responses are due May 15, 2026, at 10:30 AM Central Time. The initial contract term runs from award through August 31, 2027, with two optional one-year renewal periods available through August 31, 2029.

The addendum clarifies that hourly rates will not apply to permit mail processing and removes that pricing requirement, instead requesting presort pricing for First Class Permit Letters and Flats with discounts based on mail qualifications returned to the Government Permit EPS account. The contractor must provide a pickup slip signed by the driver documenting pickup date, location, number of trays, and piece count. Bidders may use HHSC's existing contractual relationship as one of the required three verifiable references if it represents substantially similar scope, volume, and services. A vendor request for extension of the question submission deadline to May 15, 2026, and response due date to May 28, 2026, was denied due to time constraints. All responses must include completed Exhibit A (HHS Solicitation Affirmations), Exhibit C (revised Pricing Sheet), Exhibit D (Bidder Reference Form), and the signed Addendum Acknowledgement Form; failure to submit required documents will result in disqualification. The solicitation does not specify a contract value or budget range, as pricing will be determined through the competitive bidding process.

# Reference Question Response

1.

The Pricing Sheet does not appear to accommodate the required mailing method for this project. HHSC mail is sent using a Government Permit with postage paid via EPS. However, the current pricing format requests hourly rates, First-Class Letter pricing, and flat pricing, which do not seem to align with EPS-based postage or government permit workflows.

Please clarify how vendors should complete the Pricing Sheet to accurately reflect pricing when postage is paid via EPS under a Government Permit.

In addition, please clarify what is meant by “hourly rates” in the Pricing Sheet and how HHSC anticipates these rates being applied.

Since the processing of Permit Mail doesn’t not fall under an Hourly Rate, this will not apply and will be removed.

With all of TXDDS’ mail being processed as Permit Mail and paid for via EPS under a Government Permit, Frist- Class Letter pricing would not apply. Provide Presort pricing to process First Class Permit Letters, to include discounts based on mail qualification since any discounts assessed will be returned to the Government Permit EPS account. Note: TXDDS’ Permit Mail will be paid via EPS under a Government Permit so any discounts assessed based on daily mail qualification will go back to the Government Permit EPS account.

With all of TXDDS’ mail being processed as Permit Mail and paid for via EPS under a Government Permit, First- Class Flat pricing would not apply. Provide Presort pricing to process First Class Permit Flats, to include discounts based on mail qualifications since any discounts assessed will be returned to the Government Permit EPS account. Note: TXDDS’ Permit Mail will be paid via EPS under a Government Permit so any discounts assessed based on daily mail qualification will go back to the Government Permit EPS account.

2.

Indicates that the Contractor must provide and sign a receipt at pickup documenting the pickup date, location, number of trays, and piece count.

Please confirm whether HHSC will provide the pickup slip, with the contractor’s driver signing or initialing the HHSC-issued document at pickup, rather than the contractor generating the pickup documentation. This is the current HHSC process and is standard practice industry-wide.

No, Awarded Contractor must provide a pickup slip which Driver will sign and to include the following:

pickup date, location, number of trays, and piece count.

3.

May HHSC’s existing contractual relationship with the vendor be used as one of the required references, given that it represents substantially similar scope, volume, and services

Yes, you may use HHSC as one of the required references in Exhibit D.

4.

We respectfully request an extension of the question submission deadline and the response due date for IFB No. HHS0017305.

Specifically, we request that the question submission deadline be extended to May 15, 2026, and that the response due date be extended to May 28, 2026. Given the size, scope, and complexity of the solicitation documents and exhibits, additional time would allow vendors to complete a thorough review, submit well-considered questions, and incorporate HHSC’s consolidated responses accurately into their submissions.

We believe that this extension would support more complete, accurate, and higher-quality responses and ultimately benefit HHSC and all participating vendors.

Thank you for your consideration.

Due to time constraints, we are unable to extend the time frame listed.
