About this file

This is an Amendment to Solicitation (A-004) issued by the Texas Department of Criminal Justice (TDCJ) Contracts and Procurement Department regarding Request for Offers 696-IG-26-O012 for a cloud-based Records Management System. The amendment revises key dates and extends the response deadline to June 15, 2026, at 3:00 p.m. CT to provide vendors additional time for proposal preparation. The pre-proposal conference was held on May 11, 2026, at 10:00 a.m. CT, with the written questions deadline set for May 15, 2026, at 12:00 p.m. CT. The amendment confirms the expected date for responses to questions as May 29, 2026, and establishes the service commencement date as December 15, 2026. The solicitation seeks a comprehensive multi-jurisdictional law enforcement records management solution encompassing software, hardware, implementation, training, and support services with required capabilities for criminal and administrative case management, evidence tracking, field reporting, and analytics.

The procurement evaluation structure weighs cost at 40 percent and technical capability at 60 percent, with award to one firm fixed-price contractor based on best value. Respondents must demonstrate a minimum of five years of relevant experience, obtain $2,000,000 in cybersecurity insurance, and achieve TX-RAMP Level 2 certification while maintaining compliance with FBI CJIS Security Policy and NIST guidelines. The contract includes a one-year base period from September 1, 2026, through August 31, 2027, with four optional one-year renewal periods extending through August 31, 2031. Respondents must complete a Historically Underutilized Business (HUB) Subcontracting Plan with uniform HUB goals of 3.00 percent and submit two years of financial statements, proof of insurance, and compliance documentation. The amendment addresses three vendor requests for deadline extensions, all referencing the revised Summary of Key Dates without granting additional extensions beyond those already provided.
