Amendment of Solicitation A-002 to Solicitation 696-IG-26-O012
This Amendment of Solicitation document, issued by the Texas Department of Criminal Justice Contracts and Procurement on May 7, 2026, modifies the original Request for Offers for a cloud-based Records Management System (RMS) for multi-jurisdictional law enforcement use. The amendment is effective immediately and extends the receipt deadline for responses. The primary purpose of this amendment is to remove Historically Underutilized Business (HUB) subcontracting requirements, revise the Required Documents from Contractor section, update the technical assistance contact information to Euna Procurement's support team at support.procurement@eunasolutions.com, and consolidate the list of exhibits. The response submission deadline remains June 1, 2026 at 3:00 p.m. CT via the Bonfire Submission Portal, with service commencement anticipated for November 1, 2026 and full implementation by August 31, 2027. The contract structure includes a one-year base period with four optional one-year renewal periods for a potential five-year total contract duration.
The amendment eliminates the requirement for completion of a HUB Subcontracting Plan, determining that no probability of HUB subcontracting opportunities exists for this solicitation in compliance with Texas Government Code 2161.252. The required documents from the contractor during the contract term now include quarterly litigation reports, annual insurance certificates and policies, copies of subcontracts, and annual financial disclosure reports submitted to the Contract Specialist. The exhibit list has been revised to include the Texas Department of Criminal Justice Required Contract Clauses, Compliance Standards, Built-In Reports, and Response Introduction, with all other exhibits removed or reserved for future use. No changes were made to the pricing structure, evaluation criteria (40 percent cost and 60 percent technical capability), or technical requirements for cybersecurity insurance, TX-RAMP Level 2 certification, and system performance standards outlined in the original solicitation.
