About this file
This is a bid form schedule and addendum for a runway rehabilitation project at Waco Regional Airport issued by the City of Waco, Texas, funded through FAA AIP No. 3-48-0220-053-2025. The project encompasses comprehensive runway and taxiway infrastructure improvements including a 4-inch mill and overlay of Runway 1/19 at full width, reconstruction of Taxiway Charlie, and associated pavement markings, lighting modifications, and site restoration work. The base bid includes general project items such as contractor quality control, mobilization, erosion control, and clearing and grubbing, followed by runway rehabilitation work consisting of 118,470 square yards of asphaltic concrete cold milling, 55,000 linear feet of crack sealing over 1/4 inch to 1 inch, 22,510 gallons of emulsified asphalt tack coat, 28,500 tons of 4-inch HMA surface course, pavement markings totaling over 234,000 square feet, and runway lighting modifications. Taxiway Charlie reconstruction requires 1,100 square yards of pavement removal, 255 tons of 4-inch HMA surface course, 800 tons of 12-inch HMA base course, and extensive underground utility work including cable installation and conduit placement. Four additive alternates are available: Full Runway Width Geotextile Grid Crack Retardant (118,470 square yards), Connecting Taxiways 4-inch Mill and Overlay for taxiways A-North, A1, A2, A3, A4, and A-South (13,183 square yards of milling and 3,065 tons of HMA surface course), Connecting Taxiways Geotextile Grid Crack Retardant (13,183 square yards), and Abandoned Taxiway Removal (1,772 square yards of pavement removal and utility decommissioning). Bids were due May 28, 2026, at 2:00 PM Central Time with opening at 2:01 PM via Zoom; a non-mandatory pre-bid conference was scheduled for May 12, 2026.
The bid form requires contractors to provide unit prices and total amounts for each line item across all bid sections. All pricing is to be submitted in both words and numbers format. The file does not specify pricing terms, payment schedules, set-asides, incumbent contractor information, or bonding requirements. No award amount, contract duration, or renewal options are detailed in this schedule. Contractors must submit sealed bids to the City of Waco Purchasing Services Office at Post Office Box 2570, Waco, Texas 76702-2570, or electronically as specified in the complete bid package. Additional project information and specifications are available through the complete solicitation package, and prospective bidders should contact Daryle Bullard, Sr. Purchasing Agent, at 254-750-6616 or daryleb@wacotx.gov for clarifications regarding bid requirements and technical specifications.
