About this file

This is Addendum No. 2 to Request for Bid (RFB) No. 2026-018 issued by the City of Waco, Texas for Runway 1-19 Rehabilitation at Waco Regional Airport. The project involves rehabilitation of the runway and associated taxiways, including milling and overlay operations, pavement repair, grooving, marking, electrical work, and drainage improvements. The addendum modifies bid documents originally issued on April 28, 2026, and clarifies technical specifications, drawing updates, and procurement document changes. Key modifications include: reduction of saw-cut grooving quantities from full width to the inner 130 feet of runway width (leaving 10 feet ungrooved on each side); elimination of prime coat requirements on milled runway and taxiway surfaces, reducing emulsified asphalt prime coat quantity to zero; updates to typical sections and pavement repair details; and clarification on haul routes, with Gate 16 on Flat Rock Road identified as a potential haul route subject to coordination with China Spring ISD. The bid opening is scheduled for 2:01 P.M. CST on Thursday, May 28, 2026, via Zoom video and dial-in conferencing. Construction is anticipated to begin in Fall 2026, pending FAA funding and City approval, with multiple construction phases spanning runway and taxiway work. A Safety Plan Compliance Document (SPCD) template is provided as part of this addendum, requiring contractors to detail safety procedures, emergency contacts, coordination protocols, and inspection frequencies.

The Engineer's Estimate for the base bid is $10,950,000.00. Federal Disadvantaged Business Enterprise (DBE) and Historically Underutilized Business (HUB) goals are established at 0 percent for this project per latest federal guidelines. The project is funded through FAA Airport Improvement Program (AIP) Grant No. 3-48-0220-053-2025, with approval contingent on both FAA and City funding authorization. Bid forms and schedules are provided in two versions: Schedule 1 addresses the base bid including runway full-width mill and overlay and Taxiway Charlie reconstruction, with additive alternates for geotextile grid, connecting taxiways, and abandoned taxiway removal; Schedule 2 addresses a keel (middle 50-feet) configuration with corresponding alternates. Contractors must submit unit prices in both words and numerals for all bid items in accordance with Section 20 of the General Project Provisions. Two lighted runway closure markers meeting FAA AC 150/5345-55 specifications must be purchased by the contractor and turned over to the airport upon project completion. The addendum addresses 23 questions raised by prospective bidders regarding grooving specifications, prime coat requirements, reinforcement grid placement, haul route preparation, work hour restrictions, and equipment specifications.

Changes to Drawings

G005 – Drawing updated to add additional potential haul route. Update also includes direction on preparation required for the routes, if used.

G009 & G010 – Drawing notes and construction schedules have been updated.

G401 – Notes within Detail 1 have been updated.

CP301 & CP302 – Typical sections have been updated to remove the requirement to apply a prime coat on the milled surfaces of the runway and taxiways. Prime will still be included in the reconstruction of Taxiway Charlie.

CP401 – A detail has been added for areas that require a full depth pavement repair.

CP402 – A detail has been included to provide clarification on the installation of the geo-composite membrane closer to the edges of the mill and overlay. This is a new sheet added to the drawings and will only be needed if alternate 2B is selected.

Changes to Procurement Documents

The Bid Form has been updated to reduce the quantity on Item 2.08 – Saw-Cut Grooving from full width to the inner 130 feet of the runway width. This will leave 10 feet of ungrooved pavement on each side of the runway.

RFB 2026-018

Addendum 2

AIP 3-48-0220-053-2025 Addendum No. 2 Page 2

The Bid Form has been updated to reduce the quantity on Item 2.05 – Emulsified Asphalt Prime Coat to zero. This item will still remain, but will be zero quantity and zero dollar. The only section where prime coat is quantified is for the reconstruction of Taxiway Charlie.

Questions and Clarifications

1. Will there be any grooving on the Waco Regional Airport Runway Rehabilitation Project?

a. Yes, grooving is specified in the bidding documents.

2. The forms for DBE and HUB are included in the package but I am not finding any requirement percentages for this project.

a. Per latest federal guidelines, DBE and HUB goal is 0% for this project.

3. P-101 Full Depth Pavement Repair: Where is the detail for this work shown in the plans? It is a SY item, but no depth is provided.

a. A detail has been included in the update to Sheet CP401.

4. P-602 Emulsified Asphalt Prime Coat: For Runway 1-19 and Taxiways that are milled and overlayed, why would both prime and tack be required? It appears there would be asphalt remaining after milling to complete. Prime seems unnecessary unless base is exposed.

a. The typical sections on CP301 and CP302 have been revised to exclude the prime coat on the milled surface. Item 2.05 has also been updated as described above.

5. The price sheets in the bid package as well as the excel sheets require writing in the unit prices for each bid item as well as for the various totals. Would you please consider removing this requirement?

There is no apparent reason for this as neither TxDOT Aviation or City of Waco require this on their bids.

a. Unit price is required to be presented in words and in numerals in accordance with Section 20 of the General Project Provisions (Appendix D).

6. When is the anticipated start date?

a. Construction Start Date is anticipated to be in Fall 2026. Dependent on FAA funding/approval and City funding/approval.

7. Will there be any restrictions/limitations on working hours other than what is listed for Phase 1B?

a. Phase 5 contains restrictions on the hours that can be worked.

8. Reference Sheet G005. Please clarify the note that reads “Haul route may need to be established or refurbished”. How will this be paid for?

a. Sheet G005 has been updated to specify what needs to happen to the haul routes if the contractor intends to use them to haul material on and off the runway. Only routes that will be used need to be addressed as specified on the plans. Intended haul routes need to be clearly communicated to airport staff and the engineer. All items related to the construction and maintenance of the haul routes used are subsidiary to the contract with the exception of the drainage pipe and structures needed on Flat Rock Road.

9. Reference Bid Item 2.12 P-620 Surface Preparation for Pavement. What is the intent of this bid item?

a. See paragraph 620-3.3a. of Item P-620.

10. Please provide details for the Full Depth Pavement Repair bid items.

a. A detail has been included in the update to Sheet CP401.

AIP 3-48-0220-053-2025 Addendum No. 2 Page 3

11. What is the Engineer’s Estimate for this project?

a. Bid Schedule No. 1 Base Bid EOPC is $10,950,000.00.

12. The sequence of work shown on the Phase Sheets states: Perform Milling, Perform Crack Repair, Install Reinforcement Grid and then Install HMAC Surface Course. The Typical Sections on Sheet CP301 appear to show to Prime/Tack the Milled Surface, place a 2” lift of HMAC, Place the Reinforcement Grid and then Place another 2” lift of HMAC. Please clarify where the grid and prime need to be placed.

a. Items of work on phasing sheets are not meant to be all inclusive and may not be in the order in which they are performed. See Typical Sections for information related to pavement section items of work.

13. Reference SS 3011 Reinforcement Grid for Asphalt Pavement, Paragraph 2.2. This note states the tack for this product is “As recommended by the manufacturer and that it is subsidiary to the Grid item”. If the grid is placed on the milled surface, will it require a prime coat as well as the subsidiary tack coat?

a. SS-3011 Reinforcement Grid will only be placed between Two 2" lifts of HMAC. Grid will not be placed on a milled HMAC surface. Milled HMAC surface will only require tack coat prior to new HMAC placement. No prime coat required on a milled HMAC surface

14. At the pre-bid meeting it was mentioned that a template for the Safety Plan Compliance Document was available. Can we get a copy?

a. A SPCD template is provided as part of this addendum

15. Is it acceptable to utilize the entrance gate (No. 16) on Flat Rock Road?

a. Yes. Sheet G005 has been updated to show Gate 16 as a possible haul route. Contractor is responsible for all coordination required to minimize impact to the China Spring ISD school located on Flat Rock Road. Any damage to sidewalk will be repaired at contractor’s expense.

16. To what depth is the abandoned Taxiway required to be removed?

a. The bore logs that were done in 2010 on the abandoned taxiway show that there is approximately 4-inches off asphalt and 12-inches of base. All asphalt and base to be removed.

17. Regarding the runway grooving items (SCH 1 & SCH 2): Is there a duration for grooving? Are there restrictions on the working hours for the grooving? Not finding any mention of the grooving on the phasing plan sheets. Sometimes, the grooving must be done at night due to ambient temperatures and this should be taken into account, as well as the 30 day cure time required for the completed paving.

a. Phasing sheets have been updated to clearly indicate when grooving is to be performed.

18. Can the grooving quantities be corrected to take into account that the outer 10-feet on each side of the runway don't get grooved?

a. The quantities have been corrected on the bid form.

19. Sheet G-401 Detail 1 RCM, Note 1. Is it still the intent for the contractor to purchase 2 new Runway

Closure Markers to use for the project, then turn them over to the airport at the conclusion of this project?

a. That is the intent.

20. Will the contractor be required to furnish the additional 2 RCM units for Phase 1 night work and

Phase 5, pavement markings or does the airport have units available?

AIP 3-48-0220-053-2025 Addendum No. 2 Page 4

a. The airport does not have runway closure markers available.

21. Has anyone submitted an alternate material as an approved equal to geotextile paving grid as specified?

a. No.

22. Is there a DBE commitment required by this project? I found a form but see no mention of a goal in the requirements.

a. Per latest federal guidelines, DBE and HUB goal is 0% for this project.

23. Would the Airport/Engineer prefer to place the first 2" course of hot mix during each phase and place the final course after completing the phased work?

a. No.

24. Reference Sheet G401 - Detail 1. Note #4 States that the Lighted "X" formed when opened and operating will be 20'-6" each continuous leg. Some suppliers are saying that the said distance can be 14'-6". Please clarify.

a. Sheet G401 has been updated to provide clarity.

Please acknowledge receipt of this Addendum by signing the cover page and submitting with the Bid.

Construction Project Daily Safety Inspection Checklist

The situations identified below are potentially hazardous conditions that may occur during airport construction projects. Safety area encroachments, unauthorized and improper ground vehicle operations, and unmarked or uncovered holes and trenches near aircraft operating surfaces pose the most prevalent threats to airport operational safety during airport construction projects. The list below is one tool that the airport operator or contractor may use to aid in identifying and correcting potentially hazardous conditions. It should be customized as appropriate for each project.

Potentially Hazardous Conditions

Item Action Required or None

Excavation adjacent to runways, taxiways, and aprons improperly backfilled.

Mounds of earth, construction materials, temporary structures, and other obstacles near any open runway, taxiway, or taxi lane; in the related Object Free area and aircraft approach or departure areas/zones; or obstructing any sign or marking.

Runway resurfacing projects resulting in lips exceeding 3 in (7.6 cm) from pavement edges and ends.

Heavy equipment (stationary or mobile) operating or idle near AOA, in runway approaches and departures areas, or in OFZ.

Equipment or material near NAVAIDs that may degrade or impair radiated signals and/or the monitoring of navigation and visual aids.

Unauthorized or improper vehicle operations in localizer or glide slope critical areas, resulting in electronic interference and/or facility shutdown.

Tall and especially relatively low visibility units (that is, equipment with slim profiles) — cranes, drills, and similar objects — located in critical areas, such as

OFZ and approach zones.

Improperly positioned or malfunctioning lights or unlighted airport hazards, such as holes or excavations, on any apron, open taxiway, or open taxi lane or in a related safety, approach, or departure area.

Obstacles, loose pavement, trash, and other debris on or near AOA. Construction debris (gravel, sand, mud, and paving materials) on airport pavements may result in aircraft propeller, turbine engine, or tire damage. Also, loose materials may blow about, potentially causing personal injury or equipment damage.

Inappropriate or poorly maintained fencing during construction intended to deter human and animal intrusions into the AOA. Fencing and other markings that are inadequate to separate construction areas from open AOA create aviation hazards.

Improper or inadequate marking or lighting of runways (especially thresholds that have been displaced or runways that have been closed) and taxiways that could cause pilot confusion and provide a potential for a runway incursion. Inadequate or improper methods of marking, barricading, and lighting of temporarily closed portions of AOA create aviation hazards.

Wildlife attractants — such as trash (food scraps not collected from construction personnel activity), grass seeds, tall grass, or standing water — on or near airports.

Obliterated or faded temporary markings on active operational areas.

Misleading or malfunctioning obstruction lights.

Unlighted or unmarked obstructions in the approach to any open runway pose aviation hazards.

Failures to issue, update, or cancel NOTAMs about airport or runway closures or other construction related airport conditions.

Failure to mark and identify utilities or power cables.

Damage to utilities and power cables during construction activity can result in the loss of runway / taxiway lighting; loss of navigation, visual, or approach aids; disruption of weather reporting services; and/or loss of communications.

Restrictions on ARFF access from fire stations to the runway / taxiway system or airport buildings.

Lack of radio communications with construction vehicles in airport movement areas.

Objects, regardless of whether they are marked or flagged, or activities anywhere on or near an airport that could be distracting, confusing, or alarming to pilots during aircraft operations.

Water, snow, dirt, debris, or other contaminants that temporarily obscure or derogate the visibility of runway/taxiway marking, lighting, and pavement edges. Any condition or factor that obscures or diminishes the visibility of areas under construction.

Spillage from vehicles (gasoline, diesel fuel, oil) on active pavement areas, such as runways, taxiways, aprons, and airport roadways.

Failure to maintain drainage system integrity during construction (for example, no temporary drainage provided when working on a drainage system).

Failure to provide for proper electrical lockout and tagging procedures. At larger airports with multiple maintenance shifts/workers, construction contractors should make provisions for coordinating work on circuits.

Failure to control dust. Consider limiting the amount of area from which the contractor is allowed to strip turf.

Exposed wiring that creates an electrocution or fire ignition hazard. Identify and secure wiring, and place it in conduit or bury it.

Site burning, which can cause possible obscuration.

Construction work taking place outside of designated work areas and out of phase. □
