About this file
This is Addendum No. 3 to Request for Proposal 2026-017 issued by the City of Waco, Texas Purchasing Services on behalf of the Waco Metropolitan Planning Organization (MPO) for transportation signage inventory and demonstration projects. The addendum, issued May 13, 2026, modifies the original RFP by adding federal grant requirements and additional compliance forms. The proposal submission deadline remains May 20, 2026 at 2:00 p.m. Central Time, with bid opening at 2:01 p.m. CT via Zoom video and dial-in. The project involves conducting a comprehensive inventory of roadway signage across 11 jurisdictions within McLennan County and implementing low-cost, high-impact demonstration projects at selected locations. Contractors must acknowledge receipt of this addendum by signing and returning it with their proposal response. All other requirements of the original invitation remain unchanged, with project completion targeted for June 30, 2027 and full timeline extending through November 2028.
This solicitation is funded entirely under the United States Department of Transportation Safe Streets and Roads for All (SS4A) grant program with a not-to-exceed amount of $700,000. The addendum requires all contractors to comply with applicable federal law, regulations, executive orders, and Department of Transportation policies and procedures. Contractors must submit two additional federal compliance forms with their proposals: the Byrd Anti-Lobbying Amendment Certification and the Certification Regarding Debarment, Suspension, Ineligibility, and Voluntary Exclusion for Lower Tier Covered Transactions. The Byrd Anti-Lobbying Amendment certification requires contractors to certify that no federal appropriated funds have been paid or will be paid to influence federal transactions and that all subcontractors receiving awards exceeding $100,000 must provide similar certifications. The debarment certification requires contractors to certify that neither they nor their principals are currently debarred, suspended, proposed for debarment, or voluntarily excluded from federal participation. Violations of these federal requirements can result in civil penalties ranging from $10,000 to $100,000 per failure.
