Addendum 1 to RFQ 2026-17:
Waco MPO Transportation Signage Inventory and Demonstration Projects
The following clarifications are provided in response to questions received regarding RFQ 2026- 17:
1. Page 8, Scope of Services, states that “The Waco Metropolitan Planning Organization (MPO) is seeking qualified consultants to conduct a comprehensive transportation signage inventory and implement targeted safety demonstration projects across its planning area in McLennan County, Texas.” Will the consultant need to contract with a subcontractor that will install the safety demonstration projects?
• The selected consultant will be responsible for procuring and managing any subcontractors necessary to complete all aspects of the project, including those required for the installation of safety demonstration projects.
2. Would an appendix with 1-page resumes of proposed staff be allowed? Are we expected to submit staff resumes as part of the proposal? If so, is there a page limit for staff resumes?
• While the original RFP did not explicitly require submission of staff resumes, proposers are encouraged to include concise, one-page resumes for key personnel to demonstrate relevant qualifications and experience. Resumes should be limited to one page per individual and should be provided in an appendix. Resumes will not count toward the page limit addressed below. Proposers should clearly identify their project team within the proposal, including key personnel and their roles and responsibilities, with any submitted resumes corresponding to those individuals.
3. Is there a font size limit and margin size limit?
• There are no specific requirements for font size or margin dimensions, and there is no specified overall page limit; however, proposals should be formatted to ensure clarity, readability, and a professional presentation. Typed responses are preferred in Times New Roman, Arial, or Calibri font, and proposals should be kept concise and focused, providing sufficient detail to clearly convey the proposer’s qualifications and approach. Proposals must be legible and may be subject to disqualification if deemed difficult to read.
4. If there is a page limit, will the following be included or not included in the page limit? - Front cover - Back cover - Cover Letter - Table of Contents - Section Divider pages - Forms - Certificate of Insurance?
RFP 2026-017 Addendum 1 Page 2
• The proposal shall not exceed 25 pages of main proposal content. The page limit excludes pages such as covers, the cover letter, table of contents, section divider pages, required forms, and certificates of insurance. One-page resumes for key personnel included in an appendix will not count toward the overall page limit.
