About this file

This is a pre-proposal conference presentation document prepared by the Texas Parks and Wildlife Department (TPWD) Infrastructure Division for the Centennial Park Development - Phase 2 at Post Oak Ridge State Park construction management procurement. The project involves Construction Manager-at-Risk (CMR) services for a 3,000-acre park development located at 4136 County Road 105 in Lampasas, Texas, spanning Lampasas and Burnet Counties. The scope of work encompasses comprehensive infrastructure and facilities development including park entry infrastructure, roadways, operational facilities (park headquarters, staff residences, maintenance yards), day-use amenities (trails, picnic areas, Nature Center, restrooms), overnight facilities (camping areas, mini-cabins, screened shelters), site utilities (water systems, wastewater treatment, electrical and telecommunications infrastructure), sustainable systems, site demolition, and renovation of existing structures. The solicitation was posted on May 5, 2026, with proposals due electronically through TPWD's CobbleStone Vendor Gateway system by June 30, 2026. All proposals must be submitted through the Vendor Gateway portal, with alternative submission methods not accepted. Prospective offerors must create or utilize existing accounts within the Vendor Gateway portal to access detailed solicitation documents.

The CMR contractor must establish a Guaranteed Maximum Price (GMP) within contract-specified limits based on an estimated construction cost of $30 million for the overall project. During the pre-construction phase, the selected contractor will collaborate with TPWD, architects, and engineers on design development, cost estimating, value engineering, constructability reviews, and permitting coordination. The procurement includes requirements for good faith efforts to engage Veteran Heroes United in Businesses during subcontractor selection, though no specific set-aside percentages are detailed in the available solicitation notice. The complete solicitation documents, including comprehensive bid requirements, evaluation criteria, technical specifications, and required qualifications, are available through the TPWD Vendor Gateway portal. The solicitation documents do not specify contract term length, renewal options, incumbent contractors, incumbent disadvantaged enterprise designations, or specific funding sources.

Construction Manager at Risk

(CMR)

As authorized under Texas Government Code 2269.253, TPWD may procure Construction Manager-at-Risk services using either a one-step or two-step selection process.

TPWD has selected to use the One-Step Construction Manager at-Risk selection process for the new Centennial Park at Post Oak Ridge State Park.

One-Step CMR (Construction Manager at Risk) A single procurement step where all offerors will submit all the required document at the same time for one consolidated

RFP response.

CONSTRUCTION

MANAGER AT-RISK

Category One-Step CMR Two-Step CMR

Procurement Structure

Single submission from all proposers including qualifications and pricing

Two phases: Step 1 qualifications;

Step 2 pricing from shortlisted firms

Documents Required

All required documents submitted at once

Step 1: Qualifications only; Step 2: Pricing proposals from short-listed firms

In a CMR contract, the Owner hires a Construction Manager to provide both Preconstruction and Construction services. Below is a high-level summary of deliverables found in the RFP:

Preconstruction Phase:

The CM provides cost estimating, value engineering, design-assistance (if needed) constructability reviews, scheduling input, and overall guidance to keep the design aligned with the project’s budget and schedule objectives.

Construction Phase:

When construction begins, the CM assumes the “at-risk” role by committing to deliver the project within a Guaranteed Maximum Price (GMP). The CM manages subcontractor procurement, oversees construction activities, monitors safety and quality, controls costs and schedule, and keeps the Owner informed balancing cost, schedule, risk, and quality through project completion.

PROJECT DELIVERABLES

RFP Section 3.6: Scope of PreCon & Construction Project Deliverables

CONTRACT DURATION

For our Centennial Program, the governing body of TPWD has established policy regarding durations for developing new park properties. In applying these policies to this project, TPWD is required to open the park with appropriate roads, utilities, and communications and facility infrastructure within 48 months following the full acquisition and assemblage of the land.

Therefore, the estimated date for Post Oak Ridge State Park Opening to Public:

03/2029

• Expected Substantial Completion Date of the Project: 01/25/2029

• Expected Final Completion Date of the Project: 02/25/2029

The total contract performance period is estimated to be eight hundred and five (805) calendar days commencing upon the date indicated in the initial Notice to Proceed. Within this total contract performance period, TPWD estimates:

• Preconstruction Phase: 240 calendar days

• Construction Phase: 565 calendar days

CONSTRUCTION COST

ESTIMATE

The awarded CMR will assist the TPWD with the finalization of the Cost of the Work and the Guaranteed Maximum Price. However, as initial information, the Proposers should consider the current estimate for Guaranteed Maximum Price (GMP) of the Project to be $30 Million.

This estimate represents the total project including the estimated:

Cost of the Work, General Conditions Fee, the Construction Manager (CM) Fee, and any approved amounts for Contingencies, Allowances, and Alternates
