About this file

This is Addendum No. 2 to Invitation for Bid (IFB) No. 304T-26-071A1 issued by the Texas Comptroller of Public Accounts Statewide Procurement Division for the procurement of law enforcement motorcycles. The addendum revises specifications and provides responses to bidder questions regarding the standardized motorcycle unit that will be purchased under this contract. The specifications have been amended to require a minimum 2.5 Ah battery charger rather than exactly 2.5 Ah, and the USB outlet requirement has been clarified to permit waterproof placement or placement in areas designed to minimize water damage, with auxiliary power connections required to connect through the motorcycle's factory power management system. The contract requires all motorcycles purchased to be identical to the standardized specifications, and customers may not alter or change the specifications; any modifications must be requested through a separate purchase order outside this contract. Respondents must acknowledge receipt of this addendum by signing and returning it with their bid response, as failure to do so may result in disqualification.

The addendum addresses eight substantive questions from bidders, clarifying that respondents must provide manufacturer's price lists with their bids and that unit pricing must include statewide delivery at no additional mileage charge. Regarding shifting assistance technology, the specification requires clutchless gear shifts while retaining the clutch lever and manual shifting capability. For weapons mounting, respondents must bid in a manner that allows customers to choose between AR-15 or tactical shotgun mounts at the time of purchase. The kickstand extension specification remains unchanged, and respondents are encouraged to provide aftermarket solutions if extensions are unavailable. The addendum maintains that all specification requirements are binding and standardized across all purchasers under this contract.

Title:

Question

No.

Question Answer

Section A.4.2. Pricing Structure. For price submission, is bidder required to present any further detail than the all-inclusive price?

No, the Respondent is not required to provide a breakdown cost;

however, the Respondent must provide a Manufacturer's Price

List with response for any potential future price increases.

Reference the Mandatory Price Sheet for all bid factors required with price submission. Reference Part A, Section A.5.2 Price

Adjustment Calculation. Additionally, Part A, Section A.7.2 is required to be included with your response.

Section A.4.2. Unit prices must include all contract requirements including delivery cost. Section A.7.3(9) states bidder must not charge extra mileage for delivery. Since the purchasers' locations are not yet known, how do we handle this?

Unit pricing must include statewide delivery, reference Part A, Section A.4.2.

Section A.7.2 Specifications. Since the spec is not tied to any particular purchaser, what is the mechanism for pricing when the purchaser requires items not included or does not opt for all the items included in this spec?

CPA has worked with the Customer to create a standardized motorcyle unit. Motorcycles purchased under the terms and conditions of this contract shall be identical. Customers may not change or alter the Contract specifications. Any alterations to the requested purchase must be accompanied by a separate purchase order, outside of the Contract, provided by the ordering entity.

4 Item 9 Recommend requesting 2.5 Ah or higher battery charger.

Item 9, 2.5Ah battery requirement, has been amended to be a minimum requirement. Reference Addendum No 2, Part A, Specification Changes.

Item 17 Clarify which shifting assistance technology is preferred

(gear shift assist pro or automated shift assistance).

Part A.7.2, Specification number 15 refers to the Shifting

Assistance Technology. The assisted shifting technology shall allow clutchless gear shifts, however, the motorcycle should retain the clutch lever and the ability to utilize Grey Zone

Riding. The Rider should retain ability to manually shift the motorcycle, without the option of the motorcycle shifting without the rider input.

Item 26. Bike has new kickstand configuration eliminating the kickstand extension.

Specification number 26 will not be amended. If an extension to the kickstand is unavailable, Respodents are encouraged to provide aftermarket kickstand pad, preventing the unit from sinking in soft ground.

Item 35 & 37. Additional waterproof fairing USB outlet is not available for this model. Bike has a fairing mounted power socket, a C-port in the storage compartment on gas tank, as well as a charging port by the left rear side case and one in the top case compartment

Specification number 35 has been amended. Reference

Addendum No. 2, Part A, Specification Changes. Specification number 37 will not be amended; Specification number 37 does not require waterproofing.

Item 39 A. Mounts and brackets for AR-15 and tactical shotguns are not the same. Is the bid requesting either/or, if not, which should be presented in the bid?

Respondents are required to bid in a way that allows Customers the option to choose AR-15 or Tactical Shotgun mount as needed. The Customer will specify what type of mount is needed at the time of purchase.
