About this file
This is an Addendum #2 clarification document issued by Lamar University, a member of The Texas State University System, for the North & South Plant Chiller Replacement project (RFP #734-03202026-KM). The project encompasses the replacement of four 800-ton water-cooled centrifugal chillers—two at the North Central Plant and two at the South Central Plant—in Beaumont, Texas. Qualifications and Pricing Proposals are due Tuesday, April 28, 2026, at 2:00 p.m. CST/CDT, with HUB Subcontracting Plans due separately on Wednesday, April 29, 2026, at 12:00 p.m. CST/CDT. A voluntary pre-submittal conference and site visit occurred on April 9, 2026, at 10:00 a.m., with the question submission deadline having passed on April 14, 2026, at 2:00 p.m. CST/CDT. Successful respondents will be notified by May 7, 2026, with contract execution anticipated by May 14, 2026, and construction scheduled to commence June 1, 2026, with substantial completion targeted for March 1, 2027.
Addendum #2 provides thirteen numbered responses to bidder inquiries regarding specification requirements for the centrifugal water chillers. Key clarifications include: chiller insulation shall be field-installed by the contractor per section 3.3-E; bearings must be ceramic or magnetic only per section 2.2.C.5; medium voltage motor starters shall be solid state reduced voltage starters, not VFD-based; factory performance and witness testing is required for one chiller at each plant during a single owner visit; vibration monitoring and bearing temperature monitoring systems per sections 2.2.D.6 and 2.2.I are mandatory and must integrate with the Owner's DCS; Belzona coating of condenser water boxes and sacrificial anodes in the condenser shall be included in bids; a separate refrigerant storage receiver is required at each plant per specification section E.2; and one pumpout system per plant serving two chillers is acceptable. These clarifications address specification conflicts, equipment lead-time concerns, and testing and monitoring integration requirements essential for bidder cost and schedule estimation.

NORTH & SOUTH PLANT CHILLER REPLACEMENT
QUESTIONS
Specification Section 23 64 16 – Centrifugal Water Chillers:
1. Please clarify whether chiller insulation is to be factory installed (Part 2) or field installed by the Contractor (Part 3), as both requirements are specified.
Chillers shall be field insulated per section 3.3-E.
2. If insulation is field installed, should all factory insulation requirements in Part 2 be included for bidding and compliance purposes?
The factory insulation requirements listed in Part 2 of the specification should not be included for bidding or compliance purposes.
3. Please confirm whether the requirement “bearings to be ceramic or magnetic only” is mandatory, or if conventional journal/thrust bearings are acceptable.
Bearings shall be ceramic or magnetic only per section 2.2.C.5.
4. Please confirm that the medium voltage motor starters associated with the chillers are intended to be solid state reduced voltage starters (Benshaw or equal), consistent with Section 23 64 16, and not VFD based or VFD/starter combinations.
Medium Voltage motor starters shall be Solid State Reduced Voltage starters per section 2.2.H
5. Please confirm whether zero capacity tolerance applies at all factory test points or only at full load design conditions.
The zero-capacity tolerance applies to all factory test points.
6. Please confirm that all four (4) chillers are required to undergo factory performance and witness testing, understanding that lead time and cost increase with each chiller tested.
Factory Testing for one chiller for each plant shall be included in the bid along with associated lead-time that will be required.
7. May factory witness testing for multiple chillers be sequenced during a single Owner visit, or will a separate witnessed test trip be required for each chiller?
Factory testing shall be completed during one trip.
8. Given the specific bearing vibration and temperature monitoring requirements, which may increase chiller lead time by up to twenty (20) weeks, please confirm whether Sections 2.2.D.6 “Provide factory installed temperature sensors installed in the oil return lines of each bearing…” and 2.2.I “Vibration Monitoring and Bearing Temperature Monitoring” are mandatory.
Section 2.2.D.6 and 2.2.I shall be included.
9. Is integration of the vibration monitoring system into the Owner’s DCS required, or is standalone monitoring with alarms acceptable?
Bid should include integration of vibration monitoring system into the Owner’s DCS.
10. Please confirm that the following special-order requirements are mandatory, understanding they may increase chiller lead time by 4-6 weeks: (1) Belzona coating of condenser water boxes, and (2) installation of sacrificial anodes in the condenser.
The owner has requested that the Belzona coating of condenser water boxes and installation of sacrificial anodes in the condenser be included in the bid.
11. Please clarify whether a separate refrigerant storage receiver is required per Spec Item E.2, as no refrigerant storage tank is shown on the mechanical room plans.
A separate refrigerant storage receiver at each plant shall be included per spec section E.2.
12. Please confirm whether storing the full refrigerant charge in the condenser shell with factory-installed isolation valves satisfies the pumpout and storage requirements of Spec Items E.3 and E.5 in lieu of a separate ASME storage tank.
A separate refrigerant storage receiver at each plant shall be included per spec section E.2.
13. Please confirm whether a single standalone pumpout unit (without a dedicated storage tank) serving multiple chillers is acceptable in lieu of providing a pumpout system with each individual chiller per Spec Item E.1.
Providing one pump out system at each plant to serve two chillers is acceptable.
