About this file

This document is a Q&A record from the Texas TJJD (Texas Juvenile Justice Department) addressing inquiries related to RFP# 644-26-02012026 for HVAC services at the Giddings facility. The project involves the demolition and replacement of twelve (12) existing split HVAC units across multiple dormitories, including installation of new ductwork for all indoor units and associated structural, electrical, plumbing, and controls work. The bid submission deadline is April 3, 2026, with questions and answers recorded from March 13 through March 19, 2026. The scope encompasses modifications to furnace stands as needed to support new equipment, replacement of existing thermostats with new units for compatibility and efficiency, and installation of temporary chain-link fencing (minimum 6 feet tall) around work areas. All electrical work must be brought up to current applicable codes and standards, with the contractor responsible for identifying and correcting deficiencies. The contractor is also responsible for disconnecting and reconnecting devices affected by the work, coordinating relocation of low-voltage systems, and preparing for simultaneous work crews in multiple dormitories subject to management and project manager approval.

Existing copper linesets may be reused if they are in good condition, properly sized, and meet new system requirements; however, damaged, improperly sized, or contaminated linesets must be replaced. The RFP does not prescribe pricing, and vendors must submit proposed pricing as part of their response. Alternate equipment manufacturers are permitted provided the equipment is of equal value, capacity, performance, and quality to existing specifications and meets all applicable codes and standards. Test and balance (TAB) work, temporary cooling and heating, duct cleaning, and duct system cleanliness testing are not required as part of this scope. No bid bond requirement information was provided in the response. Secure on-site storage of materials and equipment will be coordinated with the maintenance department, with a designated laydown yard provided; however, no materials, tools, or containers are permitted to remain unattended or overnight inside the facility fence.
