The addendum extends the proposal submission deadline from April 17, 2026, to April 24, 2026, at 2:00 p.m. Central Time, with electronic submissions required via email to soprocurement@tamus.edu with the subject line "BCDC-26-273 - BAM Operational Communications System." The deadline for submitting written questions has been revised to April 7, 2026, by 2:00 p.m. Central Time. The updated calendar of events includes a pre-proposal meeting on March 31, 2026, release of the final addendum on April 17, 2026, and an anticipated award date to be determined. The procurement seeks design, purchase, installation, and commissioning of an IP-based operational communications system for the BAM Range at the George H.W. Bush Combat Development Complex on the RELLIS campus in Bryan, Texas, with deliverables including a minimum of four communication channels, seven mobile devices, three on-site stationary devices, and four off-site stationary devices supporting a 500-foot by 130-foot enclosed test building and an observation building. The contract term shall commence on the effective date and continue through a specified period with potential extensions not to exceed five years total, with full project completion within two months preferred.
The solicitation evaluates proposals based on best value to the A&M System, considering demonstrated competence, capability, qualifications, system compliance with specifications, completion timeframe, proposed costs, and preference for respondents with a principal place of business in Texas. A complete cost proposal must include all design, purchase, installation, training, and operational validation costs with a detailed payment schedule aligned to project phases. The Texas A&M University System has established a VetHUB subcontracting goal of two percent for this solicitation, with a good faith effort requirement for contracts valued at $100,000 or more over the contract life. Insurance requirements include Worker's Compensation (statutory), Commercial General Liability ($1,000,000 per occurrence, $2,000,000 aggregate), Business Auto Liability ($1,000,000), and Umbrella Liability ($5,000,000). No specific budget range or award value is disclosed in the solicitation documents. Respondents must acknowledge receipt of this addendum on the Execution of Offer (Exhibit A).
