About this file

This file is a Request for Proposal (RFP) image document issued by the Texas A&M University System for the procurement of an Internet Protocol-based operational communications system for the Ballistic, Aero-Optics, & Materials (BAM) Range at the George H.W. Bush Combat Development Complex on the RELLIS campus in Bryan, Texas. The requested deliverables include an IP-based intercom solution with a minimum of four communication channels, seven mobile devices, three stationary devices in the test building control room, and four stationary devices in the observation building, with future expandability capability. The system must provide coverage across a 500-foot by 130-foot enclosed test building with five sections and an observation building, as well as 100 feet outside the test building and behind the gas supply wall. The proposal submission deadline is April 6, 2026, at 2:00 p.m. Central Time via email to soprocurement@tamus.edu, with the written questions deadline of March 26, 2026, and a final addendum scheduled for March 30, 2026. The contract term shall commence on the effective date with full project completion preferred within two months, and potential extensions not to exceed five years total.

The Texas A&M University System requires respondents to demonstrate experience designing and delivering comparable communications systems within the past five years and to provide references. The system must integrate with existing IT infrastructure including Cat6A cabling, fiber, Wi-Fi 6, and Cisco 9XXX series switches, with voice-based operation and encryption required for wireless mobile devices. Proposals will be evaluated on best value, including demonstrated competence, system compliance, completion timeframe, proposed costs, and preference for respondents with a principal place of business in Texas. A complete cost proposal must include all design, purchase, installation, training, and operational validation costs with a detailed payment schedule aligned to project phases. Insurance requirements include Worker's Compensation (statutory), Commercial General Liability ($1,000,000 per occurrence, $2,000,000 aggregate), Business Auto Liability ($1,000,000), and Umbrella Liability ($5,000,000). The Texas A&M University System has established a VetHUB subcontracting goal of two percent with a good faith effort requirement for contracts valued at $100,000 or more. No specific budget range or award value is disclosed, and the A&M System reserves the right to reject any or all proposals and conduct interviews with top-ranked respondents.
