About this file

This is Addendum No. 1 to RFP-01-BCDC-26-273 issued by The Texas A&M University System Office of Procurement & VetHUB Program for a BAM Operational Communications System. The RFP seeks deployment of a voice-based intercom system utilizing existing network infrastructure within two buildings at the facility. Coverage requirements include areas outside the test building within 100 feet of the structure and behind the gas supply wall, with no coverage required for outside the Observation building. All sections requiring intercom capability in both buildings have existing network drops available. The RFP response due date is March 9, 2025.

The addendum clarifies that the solution should be voice-based only, operating over existing network infrastructure maintained by internal IT staff and configured to support voice-only VLANs. Acceptable solutions include purely hardware-based implementations for both mobile and fixed devices, hybrid hardware and software approaches, or hardware-based solutions with software add-ons. Encryption is required for wireless mobile devices and facility-wide coverage. The BAM facility's structural characteristics present technical difficulties necessitating a customized solution, though no unusual legal or regulatory spectrum limitations apply. Respondents must acknowledge receipt of this addendum on the Execution of Offer (Exhibit A).

RE: RFP-01-BCDC-26-273 – BAM Operational Communications System

Respondents shall acknowledge receipt of addendum(s) on the Execution of Offer (Exhibit A).

Questions/Responses:

1. Could you please define the overall coverage requirements outside of the two buildings?

Response: Outside the test building, within 100 feet of the building. There are no coverage requirements for outside the Observation building. Coverage behind the gas supply wall will be required.

2. Is the intent of the RFP to solely install a voice based intercom system or as an initial phase for a more comprehensive network capable of transmitting instrumentation data and video throughout the complex?

Response: Deploying a voice based coms system that utilizes existing network infrastructure is the goal. The existing network infrastructure is maintain by internal IT staff and can be configured to support voice only VLANS.

3. Is encryption required for the wireless (mobile) devices and facility wide coverage?

Response: Yes

4. Is the intercom solution separate from the Windows based software solution or an acceptable alternative?

Response: A purely hardware-based solution (mobile and fixed), hybrid hardware (mobile) and software (fix) solution, or hardware-based solution (mobile and fixed) with software flexible addon solutions are all acceptable.

5. Do all sections where “intercom” capability is required for both buildings have existing network drops?

Response: Yes

6. Are there any limitations in spectrum used for the mobile devices and wide area coverage of the BAM facility?

Response: There are no unusual legal or regulatory limitations. The nature of the BAM structure poses technical difficulties, which is why we need a catered solution.
