About this file

This is Addendum No. 6 to Request for Proposal 2025-084 issued by the City of Waco, Texas Financial Services Department for unleaded fuel deliveries. The addendum revises the contract duration, renewal terms, and removes the firm pricing option from the original RFP. The City of Waco seeks regular unleaded grade gasoline meeting ASTM D4814 specifications (87 octane minimum) for delivery to a single location at 324 Colcord Avenue, which contains two above-ground storage tanks with capacities of 12,000 gallons and 10,000 gallons. Based on fiscal year 2025 usage, the estimated annual requirement is approximately 489,496 gallons. The RFP requires deliveries within eight hours of notification seven days per week, including holidays. Proposals must be submitted by February 16, 2026, at 2:00 P.M. Central Time, with opening at 2:05 P.M. the same day. The contract will commence April 6, 2026, for an initial twelve-month term with options to renew for four additional one-year periods. Christopher Hanchard (ChristopherH@Wacotx.gov, 254-750-6640) serves as the contact for questions.

Pricing will be evaluated on the "Rack Plus" pricing model based on posted terminal rack prices with a bidder constant markup; the firm fixed pricing option has been removed by this addendum. Vendors must be registered with the Texas Secretary of State if the contract value exceeds $99,999.99 and must comply with multiple statutory certifications including HB 89 verifications regarding Israel and firearms non-discrimination, HB 1295 interested parties disclosure, energy company non-boycott verification, and foreign terrorist organization certification. Contractors must provide proof of insurance including $1,000,000 per occurrence commercial general liability, $2,000,000 business automobile liability, and statutory workers' compensation coverage. Vendors are responsible for all spillage and cleanup during transit, loading, and unloading in accordance with EPA and State of Texas guidelines. The evaluation will be scored on price (40 points), supply reliability (15 points), prior experience (10 points), delivery capability (10 points), emergency delivery and off-site fueling options (10 points), and fuel measurement and invoice reconciliation processes (15 points). No bid bonds are required. Final selection and award notification are anticipated by February 23, 2026, with successful awards exceeding $100,000 requiring approval by Waco City Council.
