About this file
This is Addendum No. 1 to a Request for Proposals issued by the Texas State Library and Archives Commission (TSLAC) Purchasing Department for de-escalation training services for Texas library staff under Solicitation No. 306-26-0151. The solicitation seeks a contractor to deliver an introductory virtual workshop (recorded, maximum 2.5 hours duration) and an online introductory workshop, followed by advanced in-person de-escalation workshops at multiple library locations. The maximum cohort size for each workshop is 50 participants. All deliverables, including the online and recorded workshops, must be completed by August 31, 2026, with preference for online sessions to be delivered within 60 days of contract award and in-person advanced workshops to follow with 45 days advance notice prior to each session. The response deadline is January 30, 2026, at 2:00 PM Central Time. A pre-submittal conference was held with recorded proceedings available.
The overall estimated budget for the project is $125,000, covering the initial contract year and all renewal terms. Travel costs for trainers must be incorporated into the workshop fee pricing and cannot exceed state-allowed travel reimbursement rates. Respondents must meet minimum qualifications including relevant de-escalation training certifications such as Crisis Prevention Institute (CPI), Professional Assault Crisis Training (Pro-ACT), or Management of Aggressive Behavior (MOAB) certification. TSLAC will use Totara Learn (version 19) as the Learning Management System for asynchronous training deliverables, which may include supplemental interactive elements. Award decisions will be based on vendor qualifications and experience, technical proposal quality, and pricing analysis—not on lowest price alone. Preferences for HUB-certified veteran businesses and Texas vendors will be applied only to break tie scores. Subcontractors are permitted with no evaluation disadvantage if their qualifications and roles are clearly documented in the technical proposal.

Questions during Pre-Submittal Conference
Question #1: Is the workshop specified in Section II, Subsection 1.1 expected to be in-person or virtual? There is some conflict between Section II, Subsection 1.1 and Section I, Subsection 6 on this. Will there be actual attendees in that workshop? Can you clarify?
Answer: This is expected to be a virtual session, which will be recorded. There will not be attendees in this session.
Question #2: What is the expected cohort size for each workshop (in-person or virtual)? This helps the Respondent determine whether to schedule 1 or 2 trainers for the workshop.
Answer: The expected maximum cohort size for each workshop (whether in-person or virtual) should be 50 participants.
Question #3: How long should the recorded in-person introductory workshop (Section II, Subsection 1.1) be?
Answer: This workshop should be no more than two and a half (2.5) hours in duration.
Question #4: Is there a maximum or ideal duration for this online introductory workshop specified in Section II, Subsection 1.2? That is a heavy lift for one training session.
Or can it be broken up into two sessions?
Answer: Our ideal is that the online introductory workshop will be delivered in one session.
Question #5: How much detail is expected in the syllabus? Is there a template, for example, that can be shared as guidance for the Respondents?
Answer: TSLAC does not have a template to share. However, the Respondent may include the course description and learning objectives or goals in their syllabus.
Question #6: What is the allocated budget for this project?
Answer: The overall estimated budget for this project is $125,000.00.
This estimate includes the initial year and all renewal terms.
Question #7: What is the timeline for this project? Are the deliverables expected within 1 year or during the renewal terms?
mailto:fhuber@tsl.texas.gov
Answer: All deliverables listed in Section II should be delivered by August 31, 2026. It is understood that some in-person workshops may be moved into the next renewal term. However, the online and recorded workshops are expected to be delivered no later than August 31, 2026. Preferably, the introductory live online and recorded sessions will be delivered before the advanced in-person de-escalation workshops.
Question #8: What is the Learning Management System (LMS) TSLAC is using? And are we open to any interactive training elements in the asynchronous training deliverables?
Answer: The LMS is Totara Learn (version 19). While we are open to interactive training elements being a part of the asynchronous training deliverables, we would consider them to be supplemental. The Respondent may propose interactive training elements in their response in the Additional Products or Services section of the Technical Proposal.
Question #9: The RFP provides estimates for workshops in Section I, Subsection 6. But will TSLAC establish any minimum quantities during the first contract term, or should the Respondent assume the full risk of the workshops?
Answer: TSLAC cannot guarantee the quantities, as the schedule or venue availability may change. However, the quantities listed in Section I, Subsection 6, are the anticipated quantities to be delivered through August 31, 2026. If some in-person workshops cannot be completed before that date, it is anticipated that those locations will roll over to the next renewal term.
Question #10: Since the workshop locations are based on availability, participation, and funding, will TSLAC provide a sequencing or rollout schedule for our staff to plan their travel? What is the lead time for the schedule?
Answer: TSLAC will coordinate with the awarded vendor to develop an anticipated rollout schedule following contract award. It is expected that the introductory live online and recorded sessions will be delivered prior to the in-person advanced de-escalation workshops, ideally within approximately sixty (60 days of contact award. The in-person advance workshops will follow, and TSLAC anticipates providing approximately forty-five (45 days advance notice prior to each in-person session to allow for travel planning.
Question #11: Does TSLAC expect a high concentration of workshops to be scheduled in spring or summer months?
Answer: That information is not available right now. It depends on the venue availability and interest when the in-person workshops are scheduled.
Question #12: In Section II, Subsection 5.1.2, are (A) – (F) considered the minimum qualifications for the company or the staff?
Answer: This is expected that the Respondent as a whole meets the minimum qualifications. If an individual is responding to the solicitation, that person must meet all minimum requirements.
Question #13: Is there an equivalent for the Crisis Prevention Institute (CPI) Instructor Certification? If so, what would that be?
Answer: Respondents may identify CPI or Comparable certifications, such as Professional Assault Crisis Training (Pro-ACT), or Management of Aggressive Behavior (MOAB).
Question #14: I do not see travel cost as a line Item in the "Cost Worksheet" Appendix C. So where does the Travel reimbursement you just referred to come in?
Answer: Travel costs should be included in the price of the in-person workshop. TSLAC cannot pay for travel costs separately. Whatever the estimated cost is for your proposed workshop fee, should include the travel costs for the trainer(s). Keep in mind that the travel costs should not exceed the travel costs allowed by the state. Details are in Section II, Subsection 3.9.
Question #15: Can the PDF RFP document be sent to use in a Word document?
Answer: Yes. That has been posted on the ESBD on 01/20/2026.
Question #16: Does Subcontractor experience directly count as Vendor experience per #6 on page 13?
Answer: Please refer to Section II, Subsection 6 for more information. If you have a subcontractor working on this project, they should meet the minimum requirements for the portion of the contract they will be fulfilling.
Please note any subcontractor roles in the Assigned Project Team section of your Technical Proposal and explain how each meets the minimum requirements for its role.
Question #17: Is there a disadvantage with using a subcontractor for this project or some evaluation criteria?
Answer: There are no disadvantages. Typically, we include a section in the technical proposal that asks the Respondent to specify the subcontractor's role and qualifications for the project. There is no disadvantage to the Respondent. As stated in the answer to Question 16, make note of any subcontractors you are planning to use for this project in the Assigned Project Team section of your Technical Proposal. As the prime vendor, you are responsible for ensuring their work is completed satisfactorily, and their payments are processed accordingly.
Question #18: Can you go back over the evaluation criteria?
• What does the Administrative Review entail?
• So, the award is not solely based on price, correct?
• What is the possibility of a final evaluation?
• Do you prefer local vendors in the State of Texas? Any extra consideration for HUB-certified veteran businesses?
Answer: Refer to Section III, Subsection 7 for more details.
• The Administrative Review involves confirmation that all required documentation was included in the submitted response.
• Correct. It is based on the vendor qualifications & experience, technical proposal, and pricing analysis. It is not based on the lowest price.
• It depends on the vendor’s scores and how close they are. If the scores are very close or within the competitive range, TSLAC will request a Best and Final Offer (BAFO) and/or oral presentation from the vendors in the competitive range.
• Preferences are determined if there are tie scores in the response. These considerations are taken into account when we need to break a tie. Make sure to note those preferences on the Solicitation Coversheet (Appendix A).
