HUB Subcontracting Plan Pre-Bid Conference Presentation Summary
This is a pre-bid conference presentation document prepared by the Texas Workforce Commission (TWC) addressing the Historically Underutilized Business (HUB) Subcontracting Plan requirement for the CCRC Backup Generator project. The presentation, delivered by Sonya Thulin of TWC's HUB staff, outlines mandatory HUB subcontracting requirements for all proposal submissions. The HSP courtesy review deadline is January 8, 2026, at 5:00 PM CST, and submission of a completed HSP with the proposal is mandatory; failure to include or complete the HSP will result in proposal rejection without evaluation. All proposers must select either Method A (utilizing only HUB subcontractors to meet or exceed the 32.9% agency goal) or Method B (notifying at least three Texas HUB-certified vendors for each service or good to be subcontracted, plus two trade and development centers, at least nine days prior to proposal submission). For special trade construction contracts, the TWC HUB subcontracting goal is 32.9%. Upon contract award, the prime contractor must submit monthly Progress Assessment Reports (PARs) to TWC HUB before the fifth of each month as a condition of payment and contract compliance verification.
Key compliance requirements include ensuring all utilized HUB vendors maintain active "A" certification status on the solicitation due date and obtaining responsible respondent signatures on all HSP affirmations. Method B proposers must provide justification for selecting any non-HUB vendors and submit supporting documentation (email, fax, or certified mail) proving good faith notification efforts. Self-performing contractors must provide thorough explanations of how they will fulfill contract aspects using only W2 employees and company-owned resources, excluding 1099 contractors. Any modifications to the HSP after contract award require prior written approval from the TWC HUB department; unauthorized modifications constitute breach of contract and may result in debarment from all state contracting. Questions regarding HSP requirements should be directed to Patricia Campos or Sonya Thulin at TWCHUBINFO@twc.texas.gov.
