About this file

This document is Attachment F, a solicitation specification for a Non-Continuous Speciation Particulate Monitor issued by the Texas Commission on Environmental Quality (TCEQ) with solicitation number 582-25-08654. The specification details requirements for instrumentation to non-continuously monitor suspended particulate matter of 2.5 micrometers in diameter (PM2.5) in ambient air on a filter for chemical speciation and gravimetric analyses using EPA-approved methods. The required monitor must meet strict technical specifications, including accepting 47-millimeter EPA-pattern white Delrin filter cassettes, including a color graphic touchscreen control box, having onboard datalogging capabilities, USB and Ethernet data collection ports, and memory capacity up to 32 gigabytes. The equipment must be programmable to collect 24-hour sequential samples and include features like solar shields, multi-cell denuders, and independent flow controllers.

The solicitation requires all items to be new and of current production, with delivery to TCEQ's Austin, Texas address within 120 calendar days after order receipt. The equipment will be shipped Freight on Board (FOB) Destination, with the seller responsible for transportation costs. The warranty period is a minimum of two years from the date of acceptance, covering onsite system, parts, and labor. Additional requirements include providing two sets of comprehensive manuals, in-house training for TCEQ staff at no additional cost, and technical support available during regular business hours via phone and email. Responsive bids must include total estimated shipping charges, and the procurement is structured to ensure detailed technical compliance with environmental monitoring standards.

Attachment F

Specifications for Non-Continuous Particulate Matter of

2.5 Micrometers or Less Speciation Monitor

Description: Instrumentation requirements for non-continuous monitoring of suspended particulate matter of 2.5 micrometers in diameter (PM2.5) in ambient air on a filter for chemical speciation and gravimetric analyses by Environmental Protection Agency (EPA) approved methods.

MINIMUM GENERAL SPECIFICATIONS

1. Must meet U.S. EPA approved methods for sample collection and speciation analysis of PM2.5 mass, trace metals, organic carbon, elemental carbon, sulfate, nitrate, other ions, and elements.

2. Must accept 47-millimeter standard EPA-pattern white Delrin filter cassettes.

3. Must include a control box with a color graphic touchscreen user interface in a weatherproof enclosure.

4. Must include onboard datalogging capabilities to record ambient temperature, filter temperature, sample start and stop dates and times, sampler status, volumetric flow rate, and sample volume at five-minute averaging intervals.

5. Must include USB and Ethernet data collection ports and memory capacity up to 32 gigabytes.

6. Must include a stand or tripod with platform-mounting feet and mast.

7. Must include a sharp cut cyclone with a flow of 6.7 liters per minute to remove solid and liquid coarse particles greater than PM2.5 without use of impacting grease or oil.

8. Must include multi-cell denuders with magnesium oxide, sodium carbonate, and citric to scrub specific gaseous compounds including nitric acid.

9. Must be programmable to collect 24-hour sequential samples to allow for one-to-eight-day sequential sampling.

10. Must include independently operated channels with automated volumetric flow controllers with flow accuracy of plus 0.1 to negative 0.2 liters per minute.

11. Must include solar shields to maintain sampling cassettes to less than 5 degrees

Celsius over ambient temperature

ADDITIONAL TERMS AND CONDITIONS

1. All items must be bid new, of current production, and include the manufacturer’s standard parts and accessories.

2. Responsive bids must include total estimated shipping charges.

3. Delivery must be made to the Texas Commission on Environmental Quality, 12100

Park 35 Circle, Building B, Austin, Texas, 78753. Routine delivery response to TCEQ will be within 120 calendar days after receipt of order.

4. Equipment shall be shipped Freight on Board/Free on Board (FOB) Destination. The seller shall be responsible for the cost of transporting merchandise to the TCEQ delivery address listed above and the TCEQ will take delivery of shipped goods once the goods arrive at the TCEQ warehouse.

5. The warranty period should consist of complete coverage of system onsite, parts, and labor for a minimum of two years from the date of acceptance.

6. Two sets of manuals (styled: Instruction Manual, Operator’s Manual, Operation and

Service Manual, etc.) must accompany each instrument. The manuals will include complete operating instructions, circuit descriptions, theory of operation, location of controls and switches, software commands, maintenance, and service instructions. The manual will also include schematic diagrams, pneumatic flow charts, lists of commonly replaced parts, warnings, and safety precautions.

7. In-house training for TCEQ staff should be provided at no additional costs to TCEQ for maintenance and diagnostic repair.

8. Technical support must be available for TCEQ staff between the hours of 8 a.m. and 5 p.m. Central Standard Time (CST) during regular business days, Mondays through Fridays, via both telephone access and electronic mail (e-mail).
