About this file
Attachment C is a solicitation document from the Texas Commission on Environmental Quality (TCEQ) for a Continuous Particulate Monitor with Solicitation Number 582-25-08654. The document outlines detailed specifications for procuring a particulate matter monitor capable of continuous monitoring of suspended particulate matter 10 micrometers in diameter (PM10) in ambient air. The monitor must meet U.S. Environmental Protection Agency (EPA) Federal Equivalent Method EQPM-1215-226, operate in temperatures between -30 to 50 degrees Celsius, be self-contained, portable, and able to function in various environmental conditions without requiring additional air conditioning or secondary shelters.
The solicitation requires bidders to provide new, current production monitors with the manufacturer's standard parts and accessories. The warranty period must cover two years of complete onsite system coverage, including parts and labor. Additional requirements include providing two sets of comprehensive manuals, offering in-house training for TCEQ staff at no additional cost, and supplying technical support via telephone and email during standard business hours. The monitor must include specific technical features such as a glass fiber filter tape, actively controlled inlet heater module, external pump, graphical touch screen, and sensors for ambient temperature, barometric pressure, and relative humidity.

Attachment C
Specifications for Continuous Particulate Matter Less Than 10 Micrometers or Less Monitor by Beta
Attenuation
Description: Instrumentation requirements for continuous monitoring of suspended particulate matter of 10 micrometers in diameter (PM10) in ambient air.
MINIMUM GENERAL SPECIFICATIONS
1. Must meet U.S. Environmental Protection Agency (EPA) Federal Equivalent Method
EQPM-1215-226.
2. Monitor must be capable of providing continuous monitoring of PM10 data with sample averaging time less than or equal to one hour.
3. Monitor must be capable of running in ambient conditions, specifically must be functional in high ambient temperatures and relative humidity.
A. Must not require collocation with air-conditioning unit in order to function.
B. Must be functional in humid environments without risk of condensation forming in sample lines.
4. Monitor must be self-contained: should not require installation within a secondary shelter. Self-containment should protect instrument from natural elements such as weather (within reason). See item 3 for ambient condition specifications.
5. Monitor must operate at temperatures between -30 degrees to 50 degrees C
6. Monitor must be portable enough to meet the following.
A. Must be able to be located on a rooftop or ground-level B. Must be able to be moved by 1-2 people without requiring disassembly
7. Monitor must use glass fiber filter tape for continuous sample measurements.
8. Monitor must have actively controlled inlet heater module.
9. Monitor must operate at a sample flow rate of 16.7 liters per minute.
10. Monitor must include ambient temperature, barometric pressure, and relative humidity sensor(s).
11. Monitor must include external pump and graphical touch screen.
ADDITIONAL TERMS AND CONDITIONS
1. All items must be bid new, of current production, and include the manufacturer’s standard parts and accessories.
2. The warranty period should consist of complete coverage of system onsite, parts, and labor for a minimum of two years from the date of acceptance.
3. Two sets of manuals (styled: Instruction Manual, Operator’s Manual, Operation and Service Manual, etc.) must accompany each instrument. The manuals will include complete operating instructions, circuit descriptions, theory of operation, location of controls and switches, software commands, maintenance, and service instructions. The manual will also include schematic diagrams, pneumatic flow charts, lists of commonly replaced parts, warnings, and safety precautions.
4. In-house training for TCEQ staff should be provided at no additional costs to TCEQ for maintenance and diagnostic repair.
Solicitation Name: Continuous Particulate Monitor Solicitation Number: 582-25-08654
5. Technical support must be available for TCEQ staff between the hours of 8 a.m. and
5 p.m. Central Standard Time (CST) during regular business days, Mondays through Fridays, via both telephone access and electronic mail (e-mail).
