About this file
This document is Attachment A for a solicitation by the Texas Commission on Environmental Quality (TCEQ) for a Continuous Particulate Monitor with Solicitation Number 582-25-08654. The specification details an ultra-sensitive continuous monitoring instrument for suspended particulate matter (PM2.5) in ambient air using beta attenuation technology. The monitor must meet EPA Federal Equivalent Method EQPM-1013-209, provide continuous PM2.5 data with sample averaging times of one hour or less, operate in various ambient conditions without requiring air conditioning, and be self-contained and portable enough to be located on rooftops or ground levels.
The specifications require the monitor to have precise technical capabilities, including a sample flow rate of 16.7 liters per minute, a measurement range of 0-10,000 micrograms per cubic meter, a resolution of 0.1 micrograms per cubic meter, and a lower detection limit of less than 2.4 micrograms per cubic meter. Additional requirements include a two-year warranty covering onsite parts and labor, two sets of comprehensive manuals, in-house training for TCEQ staff at no additional cost, and technical support available during standard business hours. The solicitation stipulates that all items must be new, of current production, and include the manufacturer's standard parts and accessories.

Attachment A
Specifications for Continuous Particulate Monitor Beta Attenuation Monitor
Description: Instrumentation requirements for ultra-sensitive continuous monitoring of suspended particulate matter of 2.5 micrometers in diameter (PM2.5) in ambient air by beta attenuation.
MINIMUM GENERAL SPECIFICATIONS
1. Must meet U.S. Environmental Protection Agency (EPA) Federal Equivalent Method
EQPM-1013-209.
2. Monitor must be capable of providing continuous monitoring of PM2.5 data with sample averaging time less than or equal to one hour.
3. Monitor must be capable of running in ambient conditions, specifically must be functional in high ambient temperatures and relative humidity.
A. Must not require collocation with air-conditioning unit in order to function.
B. Must be functional in humid environments without risk of condensation forming in sample lines.
4. Monitor must be self-contained: should not require installation within a secondary shelter. Self-containment should protect instrument from natural elements such as weather (within reason). See item 3 for ambient condition specifications.
5. Monitor must include internal temperature control to maintain the sensor at a constant operating temperature 5-10 degrees above ambient temperature.
6. Monitor must be portable enough to meet the following.
A. Must be able to be located on a rooftop or ground-level B. Must be able to be moved by 1-2 people (within reason) without requiring disassembly
7. Monitor must use polytetrafluoroethylene with polyester backing filter tape for continuous sample measurements.
8. Monitor must be equipped with a BGI very sharp cut cyclone (VSCC) particle size separator.
9. Monitor must meet the following specifications:
A. Operate at a sample flow rate of 16.7 liters per minute.
B. Measurement Range 0 – 10,000 micrograms per cubic meter C. Measurement resolution of 0.1 micrograms per cubic meter D. Lower detection limit of less than 2.4 micrograms per cubic meter E. Operating Temperature -30 degrees to 50 degrees C F: Humidity Range between 0 to 90% relative humidity, non-condensing
10. Monitor must include an ambient temperature, barometric pressure, and relative humidity sensor(s).
ADDITIONAL TERMS AND CONDITIONS
1. All items must be bid new, of current production, and include the manufacturer’s standard parts and accessories.
Solicitation Name: Continuous Particulate Monitor Solicitation Number: 582-25-08654
2. The warranty period should consist of complete coverage of system onsite, parts, and labor for a minimum of two years from the date of acceptance.
3. The warranty period should consist of complete coverage of system onsite, parts, and labor for a minimum of two years from the date of acceptance.
4. Two sets of manuals (styled: Instruction Manual, Operator’s Manual, Operation and Service Manual, etc.) must accompany each instrument. The manuals will include complete operating instructions, circuit descriptions, theory of operation, location of controls and switches, software commands, maintenance, and service instructions. The manual will also include schematic diagrams, pneumatic flow charts, lists of commonly replaced parts, warnings, and safety precautions.
5. In-house training for TCEQ staff should be provided at no additional costs to TCEQ for maintenance and diagnostic repair.
6. Technical support must be available for TCEQ staff between the hours of 8 a.m.
and 5 p.m. Central Standard Time (CST) during regular business days, Mondays through Fridays, via both telephone access and electronic mail (e-mail).
