About this file
This is an evaluation criteria document (Attachment D) for the Texas Department of Motor Vehicles (TxDMV) solicitation number 608-25-57034 for Digital License Plate (DLP) services. The document outlines a 90-point evaluation system divided into four main sections: Demonstration of Respondent's Ability to Meet Solicitation Requirements (50 points), Qualifications of Respondent's Staff and Key Personnel (15 points), Respondent Remediation Procedures (15 points), and Continuity of Operations and Disaster Recovery Plan (10 points). The evaluation focuses on the respondent's contract history with public entities, understanding of DLP specifications and requirements, system technical requirements, project work plan, and implementation methodology.
The criteria emphasize technical capabilities, with additional points available for DLPs featuring multiple physical security features exceeding metal license plate benefits. Respondents must provide detailed documentation of their disaster recovery plans, including strategies for natural disasters, operational disruptions, data backup procedures, and communication protocols. The evaluation requires comprehensive documentation of staff qualifications, project team structure, and escalation protocols for issue resolution. No specific pricing terms, set-asides, funding requirements, or current contract information is provided in this document.
