About this file
This document contains the Terms and Conditions and Disclaimer for bids submitted to the Texas Department of Criminal Justice (TDCJ). The document outlines comprehensive bidding requirements, specifications, delivery terms, inspection protocols, and vendor obligations for state contracts. Key operational requirements include time-stamped bid submissions, FOB destination pricing, delivery during normal working hours with prior approval, and mandatory product inspections by authorized TDCJ personnel.
The terms specify that awards will be made based on best value considerations including price, bidder performance history, quality, and conformance to specifications. Vendors must comply with Electronic and Information Resources Accessibility Standards per TAC Chapter 213. The document includes requirements for vendor maintenance direct deposit, specific shipping and invoicing instructions, indemnification clauses, and procedures for dispute resolution. Important vendor certifications are required regarding suspension/debarment, terrorism connections, boycott restrictions, and conflicts of interest. The disclaimer section requires bidders to submit contact information to receive amendments and states that all amendments will be posted on the Electronic State Business Daily.
