About this file
This document is a Request for Proposals (RFP) issued by the Texas Health and Human Services Commission (HHSC) on behalf of the Texas Department of State Health Services (DSHS) for immunization publication services. The RFP seeks proposals from vendors to provide warehousing, order fulfillment, mailing, and inventory management services for immunization-related materials such as forms, publications, and data loggers. Vendors must provide at least 30,000 cubic feet of climate-controlled warehouse space within 60 miles of DSHS' main offices in Austin, Texas. The selected vendor will be responsible for receiving, storing, and distributing these materials, as well as operating a web-based ordering system and completing special projects and mailings as requested by DSHS. Proposals are due by November 6, 2024, and the anticipated contract start date is September 1, 2025, with an initial two-year term and up to three one-year renewal options.
The RFP provides historical compensation information indicating that previous similar contracts have ranged around $600,000 per fiscal year. HHSC and DSHS make no guarantee of volume, usage, or total compensation, and reserve the right to cancel or make a partial award. The RFP also outlines requirements for the vendor's financial solvency, insurance coverage, and compliance with the Texas Risk and Authorization Management Program (TX-RAMP) for cloud-based systems.

2.1.5 Hosting for Online Inventory Management System (OMS)
The Online Inventory Management System must meet the requirements of a Software as a Services (SaaS) Solution, per NIST SP 800-145. 1.2 Definitions. Per NIT SP 800- 145. the SaaS solution must have the following four essential characteristics:
2.1.5.1 On-demand Self-Service.
A consumer can unilaterally provision computing capabilities, such as server time and network storage, as needed automatically without requiring human interaction with each service provider.
2.1.5.2 Broad Network Access
Capabilities are available over the network and accessed through standard mechanisms that promote use by heterogeneous thin or thick client platforms (e.g., mobile phones, tablets, laptops, and workstations).
2.1.5.3 Resource Pooling
The provider’s computing resources are pooled to serve multiple consumers using a multi-tenant model, with different physical and virtual resources dynamically assigned and reassigned according to consumer demand. There is a sense of location independence in that the customer generally has no control or knowledge over the exact location of the provided resources but may be able to specify location at a higher level of abstraction (e.g., country, state, or datacenter).
Examples of resources include storage, processing, memory, and network bandwidth.
2.1.5.4 Rapid Elasticity
Capabilities can be elastically provisioned and released, in some cases automatically, to scale rapidly outward and inward commensurate with demand. To the consumer, the capabilities available for provisioning often appear to be unlimited and can be appropriated in any quantity at any time.
2.1.5.5 Measured Service
Cloud systems automatically control and optimize resource use by leveraging a metering capability at some level of abstraction appropriate to the type of service (e.g., storage, processing, bandwidth, and active user accounts). Resource usage can be monitored, controlled, and reported, providing transparency for both the provider and consumer of the utilized service.
2.1.6 Texas Risk and Authorization Management Plan
PCS 550 HHS RFP/RFO Template RFP No. HHS0014618 Page 14 of 57
Revision Date 09/12/2023
If Contractor utilizes a cloud-based system, Contractor shall ensure the system has a minimum of provisional TX-RAMP certification at contract execution and Level One or Level Two certified no later than 12 months after Contract execution. Contractor will ensure TX-RAMP certification is maintained for the duration of the Contract. Contractor acknowledges that TX-RAMP Provisional Status does not fully satisfy the TX-RAMP Certification Level One requirement.
2.1.7 Web-Based Ordering Management System
a. The Contractor must provide a secure Web-Based Ordering Management System (OMS) that will perform online order entry, fulfillment, inventory management, and reporting as required by DSHS.
b. The OMS hosting environment must be approved by DSHS. The OMS must be accessible through a primary Uniform Resource Location (URL) as specified by DSHS. DSHS will provide the Contractor with domain information. All rights, title, and interest to the domain name shall vest with DSHS.
c. The OMS must support the development of a “catalog” interface for users, allowing similar products to be grouped together to facilitate finding desired products. The OMS should support searching, which enables the user to enter search terms to facilitate locating products. Searching by product number and publication ID is required. DSHS must approve catalog categories and assignment of products to specific categories.
d. The OMS must comply with applicable requirements for a State of Texas electronic information resource, including but not limited to, all technical and accessibility requirements, including those specified at Texas Administrative Code Title I, Chapter 206, Subchapter B .
e. DSHS must approve the OMS user interface, including the use of DSHS logos, prior to release of the interface for use. DSHS retains ownership of all information, logos, and other material provided to the Contractor for incorporation into to the OMS. DSHS will also specify the user groups particular products which may be displayed.
f. Provide users with the ability to browse the catalog of available products, select products and quantity for ordering, provide shipping information, specify delivery/pickup options from choices authorized by DSHS, and submit their order. The order shall then be processed by the Contractor.
g. The OMS may, but is not required to, provide support for the creation of different groups of users (roles), e.g., “Local Health Department,” Hospital”. Each role may be assigned access to a select subset of inventory items. If available, DSHS may specify what users should be assigned to what groups.

l. DSHS’ website must link to the Contractor’s work order management system (WOMS).
The initial link will be https://www.dshs.texas.gov/immunizations/media/publications.
DSHS reserves the right to change this Uniform Resource Locator (URL) and shall notify the Contractor of such a change. The OMS shall link to the DSHS website, linking to URLs as specified by the Immunization Unit.
m. The general public will use the public facing interface of the OMS to order publications and other materials specified by the DSHS Immunization Unit.
n. The OMS must be available for order entry at a minimum from 4:00 a.m.- 11:59 p.m. EST seven days per week, 52 weeks per year. Other scheduled downtime must be approved in advance by DSHS. If the OMS is unavailable, a temporary web page must display the reason for the unavailability and indicate when service is expected to return. If the outage is expected to be more than four (4) hours during a Business Day, a phone number must be provided as an alternative contact method.
o. All Customer information is the property of DSHS. No Customer information may be utilized by the Contractor for any purpose other than providing services authorized under this Contract. Upon request, Contractor shall provide DSHS electronic copies of Customer contact information within one Business Day.
p. The Contractor must provide an OMS that, at a minimum, is 95% accurate when compared to the physical inventory.
