About this file
This document is a pre-proposal conference slide deck for a Request for Offer (RFO) issued by the Texas Health and Human Services Commission (HHSC) for support services and maintenance of the Department of State Health Services (DSHS) Take Charge Texas (TCT) application. TCT is an online system that allows clients, DSHS staff, providers, and pharmacists to reduce paperwork and clerical tasks. The RFO has a tentative contract effective date of June 2025 and an initial term of three years with up to two one-year optional extensions. The procurement process includes a pre-proposal conference on November 13, 2024, a question deadline of November 15, 2024, a courtesy HUB Subcontracting Plan (HSP) review deadline of November 25, 2024, and a proposal submission deadline of December 9, 2024.
Respondents must meet minimum qualifications, including at least five years of experience providing maintenance, support, development, and enhancement services for a system of similar size and scope. The evaluation process includes an initial screening of minimum qualifications, consistent evaluation and scoring of responsive proposals, and the potential for multiple best and final offers (BAFOs). HHSC reserves the right to cancel the RFO or make no award. The contract will be compensated based on not-to-exceed hourly rates, and HHSC makes no guarantee of volume, usage, or total compensation.
