About this file
This document is an Addendum to Request for Proposal (RFP) No. 304T-25-915M1 for Pre-Sort (Barcode) Mail Services issued by the Statewide Procurement Division (SPD), a division of the Texas Comptroller of Public Accounts (CPA). The RFP requests sealed responses for pre-sort (barcode) mail services for letters, flats, and postcards, with the Texas Comptroller of Public Accounts being a major customer. The Addendum provides responses to 12 questions submitted by potential respondents, covering topics such as mail volumes, pickup locations, postage rates, and mandatory certification requirements.
The Addendum clarifies that CPA is unable to provide specific mail volumes or customer locations, but confirms that the Employees Retirement System of Texas (TX 78701) and Texas Department of Agriculture (TX 78701) are the only known customers currently using the contract who do not meet the minimum volume requirements. The Addendum also states that presort postage rates must be statewide, and that the "Child Support Obligation Certification" in Attachment A is a required component of the response, failure to provide which will result in disqualification.
