About this file

This document is a Request for Proposals (RFP) issued by the Texas Comptroller of Public Accounts (CPA) Statewide Procurement Division for pre-sort (barcode) mail services, including letters, flats, and postcards. The RFP has a projected contract term of one year, with four one-year renewal options. CPA is seeking qualified contractors to provide daily mail pick-up, mail processing, and delivery to the United States Postal Service (USPS) for various state agencies and higher education institutions. The RFP outlines specific requirements for mail handling, USPS compliance, disaster recovery, and customer service. Respondents must submit proposals by September 19, 2024, at 1:30 pm Central Time. CPA will evaluate proposals based on pricing, ability to meet requirements, scope of work, and contingency planning.

The RFP specifies that pricing must remain firm for the initial term and all renewal periods, and must be based on published USPS rates with discounted adjustments. Respondents must provide a statement of qualifications and demonstrate a practiced disaster recovery plan. CPA has determined there are no probable subcontracting opportunities, so a HUB Subcontracting Plan is not required unless the respondent will use subcontractors. CPA will award the contract to the respondent providing the best value to the state.
